Thanks to «green» jobs and the use of high-tech strategies, it is possible to reduce the
consumption of energy, raw materials and water, free the economy from carbon-
containing substances and reduce greenhouse gas emissions, minimize any forms of
pollution or reduce the amount of production waste, protect and restore the ecosystem
and biological diversity.
There are millions of professions in the world whose activities are honorable,
benefit the whole society and are worthy of imitation. However, without uniting on
an industry or territorial basis, these enterprises will not be able to achieve real
«green jobs».
The proposed strategy is aimed at creating high-quality jobs that guarantee a
good salary level, safe working conditions, stable employment, acceptable prospects
for professional development and career growth, as well as respect for the rights of
hired workers.
This strategy defines only priority directions and indicates the final result of the
set goal. However, for practical work and the relationship between the performers of
the Strategy, it is necessary to adopt sectoral and territorial programs that will include
specific activities in a particular branch of the economy or territory.
One of the tools for achieving the goals of the Strategy is the General
Agreement between the Cabinet of Ministers of the Republic of Uzbekistan, the
Federation of Trade Unions of Uzbekistan, the Confederation of Employers of
Uzbekistan on socio-economic issues for 2020-2022, which contains a direct
instruction on the commitment of the parties to comply with the fundamental ILO
conventions.
On the basis of the General Agreement, more than 100 sectoral and 14 territorial
agreements have been concluded and are in force in the republic, and more than
158 thousand collective agreements have been concluded directly at enterprises,
organizations and institutions.
All collective agreements specify such elements of decent work as promotion of
official employment, decent wages, labor protection and safety, legal and social
protection of employees, benefits for women and youth, compliance with ILO
conventions and others.
Following the adoption of the «Trade Union Strategy for fair transition to the
environmentally sustainable economy through the creation of «green» jobs until
2030», it is advisable to adopt sectoral and territorial programs to create «green» jobs.
The program for creating «green» jobs should be aimed at achieving the
following strategic objectives:
search for the implementation of «green» jobs and fair transition, as well as
raising awareness about the interrelationships between sustainable development,
natural resources, climate change and the world of work;
