Information activity has emerged as a separate type of 
scientific and technical activity. It is expressed in the form of 
specialized information services and systems using specific 
technologies and technical means, the level of information 
support of researchers, developers (designers and designers), 
innovators and production specialists affects the development 
and effective use of scientific and technical potential. 
Nowadays, in the context of rapid globalization of 
markets, the role of information support of analytical research 
in the field of innovation has significantly increased. Along 
with the traditional areas of informatization, for example, the

have emerged. These areas reflect the current and projected 
changes in science and technology in the coming years. 
One of the key factors in the rapid development of the 
global economy is the formation of the information age, which 
is becoming a network of interconnected people, institutions 
and states, and in connection with this, the exchange of 
information in the lives of people and society. 
International trade in information technology IT products 
has become an important trend in the rapid expansion of the 
world market . The IT market has become a more dynamic and 
large-scale sector of the global economy, which has led to 


increased international competition in this area and increased 
costs for many countries to organize research in 
communication development , innovation and implementation 
of IT products to ensure leadership in the global IT industry . 
In the context of globalization, one of the important 
components of the scientific and technological potential of the 
state and their economy is information and the information 
technology that provides it . 
Based on our analysis, based on the requirements of 
modern globalization processes, we define a new 
interpretation in addition to the definition of scientific and 
technological potential , that is, information technology is an 
integral part of this potential. 
Information technologies of modern scientific and 
technical potential as one of the integral components of the 
estimates , we will be the first - lo modern and global features 
and gave attention to a very special place in the development 
of the national economy. Today, information technology plays 
a crucial role in many sectors of the economy. Private 
companies and the competitiveness of the national economy, 
the country's domestic and foreign invest o limits for 
attractiveness in many respects depends on the level of 
development of the information infrastructure. 
Information technology has become one of the most 
important components of economic and social development, 
which is increasingly determining the global competitiveness 
of individual countries . 
As a result of research, the process of formation and 
development of scientific and technical potential in the field 
of information technology can be divided into the following 3 
stages:

Formation period - this period includes the first years 
of independence, including the formation of the 
national communications and information technology 
sector, the formation of the capacity of state 
information resources , the creation and development 
of national information systems, the creation of a legal 
framework in the field of information and 
telecommunications . includes technological support 
cycles;

The period of development is the first stage of 
development of the national information technology 
sector, in which the development of the 
telecommunications network, the establishment of 
international information networks and Internet 
services, the formation of the telecommunications 
services market, the creation of conditions for free 
access to the global information network. formation 
and development, spread and development of mobile 
services, characterized by the widespread use of 
information technology in various sectors of the 
economy and the process of attracting foreign 
investment and modern innovative technologies and 
their effective use;

The period of globalization - in this era of information 
society at the present time period, including it into the 
informatization of all sectors of the economy, 
providing information and technology become the 
basis for the competitiveness of enterprises, the global

ONCLUSION
In the period of transition to the global information society 
in the XXI century, the basis of the effectiveness of the 
modern national economy of Uzbekistan, along with natural 
and labor resources, is the innovative potential of the country. 
Its use opens up opportunities for the transition to a 
postindustrial information society. 
The growth of information technology capabilities also 
applies to Uzbekistan. Important measures have been taken to 
develop the information technology market, and imports of 
computers and telecommunications are growing rapidly. The 
telecommunications sector in the country is developing 
rapidly. In recent years, the number of outbound channels has 
also increased several times, primarily due to large 
investments by Western companies, the number of telephone 
channels is growing rapidly. 
Today, the country's promising development in the field of 
information technology innovation is through the effective 
formation 
of 
telecommunications 
infrastructure, 
the 
organization of quality services in fixed, mobile and Internet 
networks, increasing the number of Internet providers 
providing information and data services, increasing consumer 
choice and creating a competitive environment. increasing the 
volume of information exchange in international routes 
(number of channels) and increasing foreign exchange 
earnings are associated with the implementation of national 
policies to develop scientific and technical capacity in the 
field. 
The scientific and technical potential of Uzbekistan is the 
data of local scientific schools, logistics, personnel and 
information databases of the industry, campaigns, statistical 
reports of scientific and technical institutions and universities. 
From the descriptions of individual components 
(personnel, material and technical base) and funding 
indicators to describe the scientific and technical potential in 
the scientific literature as a summary assessment of total 
current costs and potential, taking into account the different 
periods of obsolescence of fundamental and applied research 
and development The accumulated cost indicator is applied to 
the works. 
In the context of globalization, one of the important 
components of the scientific and technological potential of the
