Introduction
The concept of physical culture and sports is included in the sphere of social and cultural activities 
of society. In the sports field, certain norms and values have been formed that are aimed at the 
physical improvement of a person, and at improving his physical form, as well as psychoemotional 
improvement. 
There are a number of problems, due to the presence of which, the population is not involved in 
sports, these problems are: low efficiency of decisions made on this matter due to incompetence, low 
financing of sports facilities in the regions, a shortage of decent local management personnel capable 
of making the right and balanced decisions, removal of little attention, personnel policy and outdated 
material and technical base. 
Purpose of the research: is to substantiate an individual approach to solving problems of the 
development of physical culture and sports at the level of individual regions and municipalities. 
Scientific novelty: lies in the analysis of the financial condition of the regions and the population 
in them, and the comparison of this indicator with the level of development of the sports infrastructure 
and the level of involvement of the population in these regions in sports activities. 
Research
There is a general underdevelopment of physical culture and sports at the regional level, when 
considering this problem, it is necessary to pay attention to a number of systemic reasons for the 
emergence of this problem, such as: a high level of employment of the population as a result, a low 
level of income and, as a result, the inaccessibility of the infrastructure of mass sports , lack of 
understanding among a part of the population, the need to engage in physical culture and sports, and 
to maintain a healthy lifestyle, to maintain their body and psycho-emotional state in good shape. 
Obstacles to the development of mass sports are the inaccessibility for some residents of the sports 
infrastructure, especially for people living in rural areas, the unaffordable cost of physical culture and
