Content of the work. The present qualification paper consists of introduction, three chapters which include a few parts, conclusion and bibliography. In the introduction part, we gave the brief description of our qualification work, and the aim of this work. In the first chapter, there are three parts. The first part consists of the classification of continuing education system is in our country and the next part is considered the importance of speaking skills when teaching pupils in a continuing education system and the last part of the first chapter defines the classification of some methods of improving speaking skills in learning foreign language. As for the second chapter has two parts that devoted to the description of the media materials and what kinds of media materials are essential for the lesson. Finally, the last chapter consists of research plan, data collection and results, discussion. After this, there is a conclusion part for this work.








Chapter I. The main ways of teaching students to speak in a continuing education system


1.1The classification of a continuing education system in teaching foreign language
Continuing education is an integrated education system consisting of interconnected and interdependent stages, ranging from simple to complex. The basis of the training system in the Republic of Uzbekistan is one of the main principles of state policy in the field of education. The Law of the Republic of Uzbekistan "On Education" of August 29, 1997 and the National Program of Personnel Training are mentioned as a special principle. Continuing education is one of the main components of the national model. The national model of education is a priority area that ensures the socio-economic development of the Republic of Uzbekistan and meets the economic, social, scientific, technical and cultural needs of the individual, society and state. Continuing education creates the necessary conditions for the formation of a creative, socially active, spiritually rich person and the training of highly qualified and competitive personnel. The functioning of the system of continuing education is ensured on the basis of state educational standards, the sequence of educational programs at different levels, and includes pre-school education, general secondary education, secondary special, vocational education, higher education, postgraduate education, training and retraining , includes out-of-school education. The principles of continuing education are: the priority of education - the importance of its development, the prestige of knowledge, education and high intelligence; democratization of education - the expansion of the independence of educational institutions in the choice of methods of education and upbringing, the transition to a state system of education management; Humanization of education - the discovery of human potential and the satisfaction of its various needs in education, the priority of national and universal values, the harmonization of human, social and environmental relations; Socialization of education - the formation of an aesthetically rich worldview in students, the formation of high spirituality, culture and creative thinking; National orientation of education - the integral harmony of education with national history, folk traditions and customs, the preservation and enrichment of the culture of the peoples of Uzbekistan, the recognition of education as a vital factor in national development, respect for the history and culture of other peoples; the interdependence of education and upbringing, the process of which is aimed at the formation of a fully developed person; Identify talented young people and create conditions for them to receive fundamental and specialized education at the highest level of education. Continuing education is the basis for effective learning outcomes.
Foreign language at all stages of the system of continuing education in our country the main purpose of teaching is in a multicultural world of learners in a foreign language to work in everyday, scientific and professional fields requires the formation of communicative competence.
Accoding to decree of the President of Repulic of the Uzbekistan, the use and improvement of modern methods of teaching foreign languages will be give great pay attention . The decision then included the following1;
 Starting from the new academic year, the number of admission quotas in foreign languages will be doubled, and the state grant will be tripled;
 The Ministry of Preschool Education, in cooperation with UNICEF, will develop a manual on teaching foreign languages to children under 7 years of age;  1 million soums will be allocated from the budget for each foreign language teacher to keep abreast of changes in the field, to purchase new literature and manuals;
 A Presidential Award will be established to determine the best foreign language schools;
 To improve the quality of foreign language teaching in schools, regional administrations will allocate 1 billion soums from the local budget to each district and city;
 Teachers who receive an initial or intermediate level of international certification will receive a 40 percent increase in their monthly salary, and those with high results will receive a 50 percent increase.
The process of globalization is bringing new challenges to foreign language learning. As a continuation of these tasks, the President of the Republic of Uzbekistan May 19, 2021 “Study of foreign languages ​​in the Republic of Uzbekistan measures to bring publicity activities to a qualitatively new level No. PQ-5117 of the Cabinet of Ministers of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan “On foreign languages Resolution No. 312 "On measures to effectively organize the promotion of learning", "Promotion of foreign languages ​​under the Cabinet of Ministers" agency "was created and assigned many tasks. According to execution of decisions2, the complex of "Continuing Education Programs" of the Republic of Uzbekistan has been prepared on subject of foreign language (English, German, French, etc.).
School education: General (basic) education is provided in several types of basic education schools: schools with only primary education (Grades I-IV); schools which offer partial (Grades I-IX) and complete (Grades I-XI) secondary education; adult education centres, and specialized schools and boarding schools for students with disabilities. General education is also available in new types of institutions (gymnasia and lyceums), some of them attached to higher education institutions. General basic education is followed by two or three years of upper secondary education (leading to the Certificate of Completed Secondary Education) or vocational and technical (VTE) education. This is provided at two levels: the first level offers six months to three years of basic vocational training after Grade IX; the second level generally offers at least two years of training (post-secondary) in over 300 specializations leading to the Diploma of Specialized Secondary Education. A network of specialized secondary vocational institutions was formed in 1997/98.Literacy is practically universal for both men and women (99%). However, considering that the government is implementing a long-term programme of transition from Cyrillic to Latin script, in the short-term there could be some changes in the literacy rate.
Main decrees governing higher education in Uzbekistan, secondary education is divided into two stages. The first stage includes nine years of compulsory schooling with the same programs all over Uzbekistan. The second stage covers education and vocational training after nine years. It includes general secondary education and specialized secondary education. Young people receive general secondary education while staying in school for the tenth and eleventh grades. Upon successful completion, they get a Certificate of Complete Secondary Education.
Specialized secondary education is provided through a network of schools:
Professionalno-Tehnicheskoye Uchilishe (PTU or Professional Technical School). Graduates receive a Junior Specialist Diploma equal to a Certificate of Complete Secondary Education.
Tehnikum (Technical College). Graduates receive a Junior Specialist Diploma equal to a Certificate of Complete Secondary Education.
Lytsei (Lyceum) or various training courses offered by higher education institutions or industry. Graduates receive a Junior Specialist Diploma or Diploma of Academic Lyceum equal to a Certificate of Complete Secondary Education.
In 2017, education reforms in Uzbekistan changed from 12-year program to 11 years after a previous reform disappointed and troubled parents and children. Eleven years of primary and secondary education are obligatory, starting at age seven. The rate of attendance in those grades is high, although the figure is significantly lower in rural areas than in urban centers. Preschool registration has decreased significantly since 1991.
