Author Profiles
Kym Anderson 
is a professor of economics at the University of Adelaide in 
South Australia and at the Crawford School of Public Policy of the Australian 
National University in Canberra, where he has been affiliated since his 
doctoral studies at the University of Chicago and Stanford University. During 
study leave, he worked at the General Agreement on Tariffs and Trade (now 
the World Trade Organization) Secretariat during 1990–1992 and at the World 
Bank during 2004–2007. He has published about 400 articles and 40 books. 
He chairs the Board of Trustees of the International Food Policy Research 
Institute. He has an honorary doctor of economics degree from the University 
of Adelaide and a distinguished alumni award from the University of New 
England. In 2015, he became a Companion of the Order of Australia.
Denise Encarnacion
is a consultant at the Sustainable Development and 
Climate Change Department (SDCC) and previously a research associate at 
EREA, ERCD, ADB. She has also worked as an evaluation research associate 
for various evaluation projects in Independent Evaluation Department. Prior 
to working for ADB, she was an economist for the Philippine government’s 
Department of Environment and Natural Resources for eight years. She has 
a bachelor’s degree in economics from the University of the Philippines in 
Los Baños, majoring in natural resources economics. She has completed core 
units in urban and regional planning from the University of the Philippines and 
obtained a professional license to practice as an urban and regional planner.
