Bakhrom Mirkasimov
is the dean of research, postgraduate programs, 
and executive courses and a senior lecturer at Westminster International 
University in Tashkent. He is the managing editor of the newly launched 
international peer-reviewed open-access journal 
Silk Road: A Journal of 
Eurasian Development
published by the University of Westminster Press. He 
is a research affiliate at the International Security and Development Center in 
Berlin, Germany, and a Global Labor Organization Fellow. Previously, he visited 
the Center for Economic Research and Graduate Education – Economics 
Institute (CERGE-EI), Duke University, and Hanover University as a research 
scholar; worked at the German Institute for Economic Research (DIW Berlin); 
and served as a consultant to ADB, the International Food Policy Research

Peace Research Institute, the United Nations Development Programme, and 
the World Bank. He studied economics at Humboldt University of Berlin, 
Vanderbilt University, and Boise State University and has published papers in 
peer-reviewed scientific journals. 
Kee Yung Nam
is a principal energy economist at the Energy Sector Group, 
Sector Advisory Services Cluster, Sustainable Development and Climate 
Change Department (SDCC), ADB. He has over 30 years of professional 
experience in the energy sector. Prior to joining SDCC, he was a principal 
economist, EREA, where he provided significant contributions to ERCD’s 
analytical research and technical advice to operations departments on 
multiple disciplines including power sector development and reforms; 
renewable energy; fossil fuel subsidies; transport; impact evaluation; country 
diagnostic studies; and issues related to economic analysis on investment 
projects particularly on energy, infrastructure, and environment sectors. 
Prior to joining ADB, he worked in the International Atomic Energy Agency, 
International Institute for Applied Systems Analysis, and the United Nations 
Industrial Development Organization. He received his PhD in economics from 
the University of Vienna, Austria.
Lotis Quiao
is an economics officer at EREA, ERCD, ADB. She has been 
involved in the division’s work on energy for 7 years: reviewing economic 
analyses of energy projects, preparing power sector assessments in ADB’s 
country diagnostic studies and other publications. Prior to joining ADB, she 
was a consultant at the World Bank. She has a master’s degree in development 
economics from the University of the Philippines.
