Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth

Malika Shagazatova
is a social development specialist (gender and 
development) in SDCC, ADB. She has an MBA from the Graduate School of 
Management of the University of Western Australia and a PhD from Tashkent 
State Economic University. She has more than 26 years of professional 
experience, including 17 years across ADB’s operations, with direct experience 
in social development. She has worked as a regional and international 
consultant with various international organizations, in Central Asia, Mongolia, 
and the People’s Republic of China. Her consultancy experience and research 
interests include education, training and skills development and labor market 
needs analysis, gender gaps in education and women’s participation in the 
labor force, and inclusive growth. She has provided consultancy and research 
services and has led and conducted complex and strategic projects for 
various international organizations: ADB; the European Training Foundation;

the Japan International Cooperation Agency (JICA); the United Nations 
Educational, Scientific and Cultural Organization (UNESCO); and the United 
States Agency for International Development (USAID).
Jasmin Sibal
is an economics officer at ADB’s EREA, ERCD. She provides 
operations support particularly in reviewing economic analyses of investment 
projects and in analytical work related to preparing country diagnostics and 
impact evaluation studies. As a consultant at ADB she provided research 
support for the employment diagnostics studies for Cambodia and Fiji, 
women in the workforce report, and the 
Key Indicators
publication. Prior to 
joining ADB, she was a monitoring and evaluation officer for the Philippine 
Conditional Cash Transfer program at the Department of Social Welfare and 
Development and a senior research executive for a large consumer market 
research agency in the Philippines. She also worked as a research assistant at 
the University of the Philippines, where she coauthored studies on maternal 
health, adolescent and risk-taking behaviors, and the decent work country 
program in the Philippines. She has a master’s degree in demography from the 
University of the Philippines.
