Decree of the President No. UP-5044 On Setting up Joint-Stock Company 
“Uzbekhydroenergo” (2017). 
The decree established Uzbek Hydro Energy by 
merging the hydro assets of Uzbekenergo and UzSuvenengro. The decree also set 
the preferential tariff for hydropower resources at 85% of the retail tariff.

exports power to Afghanistan while it imports power from the Kyrgyz Republic. 
Trade with Tajikistan has been halted for political reasons. Uzbekistan was a 
net power importer from 2003 to 2014 (World Bank 2013). From 2015 to 2017, 
Uzbekistan was able to curtail its import of electricity and became a net power 
exporter. However in 2018, it again became a net power importer (Figure 2.9). 
Electricity consumption in Uzbekistan increased gradually, at a compound 
average annual growth rate of 1.4% during 1995–2018. A relatively high upsurge 
began in 2010 driven by the industry and residential sectors. In 2018, the
