Despite these achievements, poverty remains high in rural areas, with 
four regions recording poverty headcount rates of above 20% in 2012
(Tables 1.5).

The Presidential Address January 2016 suggests a Gini coefficient of 0.28 in 2015. The accuracy of official 
statistics on poverty is disputed in Bertelsmann Stiftung (2014). According to the Committee of the Republic 
of Uzbekistan on Statistics, the share of population below the national poverty line is 11.4%.
