Resolution On Measures for Organizing the Activities of the Uzbekenergo 
(2001)
. This resolution brings reforms based on the priorities of the 2001 decree to 
deepen economic reforms. The resolution (i) transferred power generation assets 
from the Ministry of Energy and Electrification to the newly created Uzbekenergo; 
(ii) created the power sector technical regulator UzGosEnergoNadzor; 
(iii) allowed Uzbekenergo to offer 49% ownership in thermal power plants and 
distribution companies, and up to 75% ownership of companies involved in power 
sector design, construction, and repairs to private investors; and (iv) incorporated 
UzbekUgol, the national coal company, under Uzbekenergo.
Resolution On Improving the Activities of Economic Management Agencies 
(2003) and Resolution On Improved Organization of Uzbekenergo Activities 
(2004)
. These resolutions separated the high-voltage transmission networks 
into five zonal branches, united under Uzelectroset, and transferred distribution 
network assets to separate, regional distribution companies.
Resolution On Measures to Improve the Payment Mechanism for Using 
Electric Energy (2004) and Resolution On Additional Measures to 
Strengthen the Accounting and Control System for Selling and Using 
Electric Energy (2004). 
The objectives of the two resolutions were to improve 
the collection rates for electricity.

Resolution On Extension of the Process of De-Monopolization and 
Privatization for 2006–2008. 
This resolution offered shares in 26 government-
owned joint-stock companies. Stakes of 15% each were offered in 12 power 
distribution companies and nine electricity and heating companies.
