serve that role (ETF 2015). Instead, Uzbekistan has separate sets of centrally
regulated standards, the State Educational Standards among them, and
qualifications for individual specialties and education areas. The introduction
of a single framework would make education in Uzbekistan comparable to that
of other countries, and would simplify the process of developing and modifying
the qualifications structure. Although the majority of State Educational
Standards are openly accessible in Uzbek, having them available in English and
Russian would allow for easier international comparison and better regional
integration, such as developing and enhancing university exchanges and credit
transfer processes.
Box 3.3: Higher Education Outcomes and Labor Market Relevance
European Union:
In 2017, the European Union commissioned a study on the
relevance of higher education, focusing on three objectives for the teaching
function of higher education: personal development, sustainable employment of
graduates, and active citizenship. The report is Promoting the Relevance of Higher
Education: Trends, Approaches and Policy Levers.
Canada
: The Conference Board of Canada (with support from the Government of
Canada, provincial and territorial governments, higher education institutions, and
business partners) launched the Centre for Skills and Post-Secondary Education.
This is a 5-year initiative that examines the advanced skills and education
challenges facing Canada. The Centre published Aligning Skill Development to
Labor Market Needs in May 2016.
Poland:
In 2014, the National Centre for Research and Development conducted
research on the competencies and qualifications needed for the labor market. The
final report, The Analysis of Key Competencies and Qualifications for Increasing
the Chances of University Graduates in the Labour Market, examines the types of
skills that lead to strong labor market outcomes, and provides recommendations
for how to better align the skills developed in Polish higher education with the
needs of employers.
New Zealand:
The New Zealand Productivity Commission has recently
undertaken an inquiry into new models of tertiary education. The inquiry focuses
on how various trends, including changing skills demand, may drive change
in business models and delivery models in the tertiary education sector. It is
examining how new models of higher education can deliver the skills required by
graduates in the 21st
century.
