other languages is not usually required. Also, the cost of education in the 
three countries is much lower than in other countries, and the possibilities of 
combining studies with work are greater. More recently, the number of Uzbek 
students who choose to study in the People’s Republic of China and the 
Republic of Korea has increased significantly.
3.3.6. Gender disparities in tertiary enrollment
Gender parity has been achieved in enrollment rates at primary and secondary 
levels, but disparities begin at the level of specialized secondary and higher 
education. The gross enrollment rate of women in tertiary education declined 
from 11.7% in 1999 to 6.9% in 2017 and the gender parity index fell from 0.8 
to 0.6 during the same period (Figure 3.8). There are distinct gender patterns 
in students’ choice of study areas and selection of academic subjects. The 
overall tendency is that a higher proportion of men than women are receiving 
higher education and technical training in the fields that are experiencing 
growth (industry, transport, information and communication technology 
[ICT], and agriculture), which suggests women may not have equal access 
to better jobs in the future. Tertiary institutions and the government should 
consider introducing measures to promote gender balance in the choice of 
academic subjects and areas of study, such as setting enrollment quotas or 
providing scholarships, stipends, or other incentives for young women to enter 
nontraditional educational fields.
