O‘zbekiston fermer xo‘jaliklarini tarkibiy o‘zgartirish va yerlarni qayta taqsimlashning bir necha to‘lqinlarini boshidan kechirdi. Hukumat tomonidan 2008-2009 va 2016-yillarda fermer xo‘jaliklarini birlashtirish dual tizimning yaratilishiga olib keldi, bunda o‘rtacha 1 gektar maydonda dehqonchilik qiladigan, chorvachilik va bog‘dorchilik mahsulotlari yetishtiruvchi kichik fermer xo‘jaliklari (odatda “dehqon xo’jaligi” deb ataladi) o'rtacha maydoni 40 gektardan 60 gektargacha bo'lgan paxta va g'allani ishlab chiqarish buyurtmalari davlat tomonidan beriladigan markazlashtirilgan rejalashtirilgan tizim ostida yetishtirgan yakka tartibdagi yirik fermer xo‘jaliklari (korxonalari) bilan bir vaqtda faoliyat ko’rsatgan. 2019-yildagi qayta tashkil qilish paxta va bug‘doy fermer xo‘jaliklari hajmini ikki barobarga ko‘paytirishga, o‘rtacha 100 gektarga yetkazishga qaratilgan edi (Jahon banki, Schweizerische Eidgenossenschaft va IAMO, 2019).
2019-yilda qishloq xo‘jaligi mahsulotlari umumiy hajmining 70,1 foizi dehqon (xususiy) fermer xo‘jaliklariga to‘g‘ri keldi, 26,9 foizi fermer xo‘jaliklariga,5 va golgan 3 foizini qishloq xo‘jaligi faoliyati bilan shug‘ullanuvchi tashkilotlar yetoshtirgan.6 2020-yil 1-yanvar holatiga jami 5 mln. dehqon fermer xo‘jaliklari, 92 600 ta fermer xo‘jaligi korxonalari, 27 600 ta qishloq xo‘jaligi faoliyati bilan shug‘ullanuvchi tashkilotlarni tashkil qildi (O‘zRDSQ, 2020b). O'rtacha dehqon xo'jaligining maydoni sug'oriladigan yerlarda 0,20 ga, lalmikor yerlarda 1 ga, fermer xo'jaliklarining o'rtacha hajmi sug'oriladigan yerlarda 30 ga va lalmikor yerlarda 100 ga atrofida, qishloq xo'jaligi tashkilotining hajmi odatda 1500 ga atrofida bo’lgan. Xususiy fermer xo‘jaliklarining atigi 4 foizga yaqiniga xotin-qizlar rahbarlik qiladi. Dehqon xo'jaliklari haqida hech qanday ma'lumot mavjud bo'lmasa-da ayollarning rasmiy rahbar bo'lishlari kamdan-kam uchraydi, garchi migrant uy xo'jaliklarida ular de-fakto fermer xo'jaliklari boshqaruvchisi bo'lishsa ham (FAO, 2019a).
