Greater Hartford Legal Aid 







Provides free advice to tenants facing eviction or other residents with a low income. Senior citizens can generally receive legal assistance regardless of their income. Attorneys or paralegals can resolve disputes over unpaid rent, landlord repairs needed to repair homes, and mediation repair homes, and mediation.

The Urban League of Greater Hartford, Inc.







Provides one on one counseling and assistance. Participants can receive counseling in foreclosure prevention and general money management skills, and also get credit repair/credit management services. Counselors can even help people negotiate their credit card debts.

Connecticut Energy Assistance Program (CEAP)

Low to moderate income as well as working poor households.

Secure fuel deliveries and have their utility heating costs defrayed until they have the money to pay the bills at a later date. For households that have their heating expense included in their monthly rent expense, one-time financial assistance and grants are available for them as well.

HIV/AIDS Programs

Ryan White Part A

Statewide

HIV/AIDS, Men and women who are HIV+, who have dependent children ages 18 and under, and who have a history of substance abuse; Must be willing to participate in continued treatment and other program components.

Scattered site step-down housing for parents who are HIV+ and who are continuing treatment for substance abuse. Maximum stay of two years. Participants agree to participate in treatment and recovery services as a condition for the housing assistance. The program is intended to be continuing support for men and women who are HIV+ and who are coming out of inpatient treatment and reuniting with their children who are under age 18. The housing assistance is in the form of rent assistance at scattered site apartments.

CRT offers high quality, licensed full-day childcare for infants and toddlers from six weeks of age until they are ready to enter preschool. Caring staff provide safe, stimulating and nurturing care in brightly-lit, modern centers. Formula, baby food, healthy meals and snacks are provided.

Community Renewal Team Head Start and Preschool

Bloomfield, Bristol, Clinton, East Hartford, Middletown, Portland and Windsor.

Eligibility is based on the child’s age and household income. Some programs are free. Others charge fees on a sliding scale, based on family size and income. Immigration status or a lack of Social Security numbers or Birth Certificates are not barriers to enrollment.  CRT also works with families who are homeless, children in the care of the Department of Children and Families (DCF) and those in foster care.

CRT offers affordable, high quality, licensed child care and education for more than 1,100 children from six weeks to five years of age. Centers use the nationally-respected Creative Curriculum, so that all children enter kindergarten ready to learn and succeed.
