One influential measure might be encouraging social hierarchies to organize special events, such as traditional holidays, so as to gather neighbors, which might help create harmonious environment. Ultimately, people can have more opportunity for quality time with people living around them. Another option would be educating people more about the importance of social bonds, with neighbors, how to form and strengthen them so that individuals can be induced to be closer with their neighbors.
