partnering refers to an agreement on managing a particular project, strategic alliances generally 
refer to ongoing partnering relationships. Experience is accumulating in performance contracting, 
partnering and alliancing. This experience can be scaled up to tackle major urban sustainability 
challenges. New forms of tendering and selection processes will also be needed to promote the new 
transdisciplinary relationships that sustainability will entail. For example, sustainable design will 
require teams that include biologists and chemists, in addition to building or engineering professionals 
[Box 3]. Qualification-based selection could help to allow the entry of new talent and new kinds of 
teams into the market. 
What is qualification-based selection and how does it differ from the norm?
Designers are still often commissioned on a competitive fee basis. Fee-based tenders tend to drive 
down costs, but also reduce the quality of services and design. Common means of cutting costs 
in order to be more competitive are the use of standard design templates, reduced research and

innovation, and lower investment in staff training. In a qualification-based selection arrangement, 
by contrast, the designer is selected before a final fee is negotiated. If design services cannot be 
brought within the budget, negotiations can then be undertaken with the next best qualified designers.
Qualification-based selection enables an interactive relationship between clients and designers at an 
early stage in developing eco-logical design solutions. It allows designers to educate the client about 
whole-of-life costing and benefits of investing in design. It also enables designers to develop basic 
design options in close consultation with the client.

Due to such industry initiatives as partnering, 
performance contracting and qualification-based selection, change is gradually beginning to happen 
on its own. These (relatively) new practices, if adequately supported, would also create employment 
and training in retrofitting and capture economies of scale. But time is of the essence. Government 
action could bring about the transformation much more quickly through up-skilling and education.
Government assistance in large-scale retrofit programmes could facilitate a more direct and immediate 
conversion to ecologically sustainable materials, methods and products. However, government may 
not act without community pressure.
