So how do we overcome this problem of covering up-front costs?
‘Performance contracting’ is one way of eliminating this problem. This is where the service providers 
themselves meet the costs of the retrofit. The providers then recoup their costs through the resource 
savings over time.

This approach can reduce or even eliminate the up-front capital costs of the 
work to the home or building owner. The owner pays little or nothing up-front (which could be 
negotiable) and later inherits a reduced energy bill. Because the construction costs are paid for from 
the operational costs of the building, this approach is in a sense self-funding, generates its own clients, 
and makes money.

A partnership can be formed between the building owner and the energy service 
contractor (who is also the performance contractor) to ensure a win–win–win relationship.

Energy 
service companies (ESCOs) have been installing energy-efficient equipment at no cost to building 
owners through such arrangements for some time. The problem is that performance contracting 
tends to ‘cherry pick’ the easy bits like energy-efficient lighting to make easier profits. If the ‘income’ 
from energy saving equipment is skimmed off the top, it will be harder to finance whole-of-building 
improvements later, when society finally appreciates the urgency. As a community, we could use 
performance contracting principles to subsidize a whole-of-building or whole-of-suburb design 
approach.

But to achieve an integrated approach to retrofitting whole buildings, suburbs or cities, 
we will probably need collaborative institutional structures that include government, industry and 
community – such as partnering and alliancing.

What are partnering and alliancing and what assistance can they provide?
‘Partnering’ is a working relationship where the parties involved in designing, managing and 
constructing a development (ie builders, owners, designers and specialists) agree to work as a team 
throughout the construction process to improve both public and private outcomes.

They share the 
benefits of savings and innovations, but also the liabilities for errors, waste or delays. This avoids the 
adversarial relationship that often surrounds the ‘contract variation’ process, wherein one party can 
profit from another’s error by charging extra. Comparisons of similar projects constructed under 
conventional and partnering processes have demonstrated that partnering generally leads to better 
outcomes in terms of quality and cost.
