Could eco-service credits compensate for past development, realistically? 
Unlike emissions trading, eco-service credit systems could create the conditions for positive 
environmental impacts in the built environment that compensate psychologically for past damage.
Earlier environmental management systems required, in effect, only 
financial 
compensation
 
for 
environmental damage. The various kinds of fines, fees, royalties and charges were intended to create 
incentives for modernization by transferring some externality costs back to producers. This was in 
accordance with the ‘polluter pays’ principle, which holds that, if producers have to pay for pollution, 
they will reduce it to improve their bottom line. Financial compensation for physical damage, in 
a sense, converts emissions to a monetary value. The ‘polluter pays’ principle assumes that money 
and ecology are somehow commensurate or, at least, that we can internalize environmental impacts 
through fiscal means. Emissions trading systems therefore represented an advance over financial 
compensation. They required some 
physical
reductions at the home plant or at other plants. However, 
carbon and emissions trading also allow industries to compensate for their ongoing and future carbon 
emissions by physical offsets elsewhere. A reduction in future emissions cannot be considered an eco-
service. Likewise, sequestering a portion of additional carbon emissions after they are produced by 
a power plant is not net positive. Emissions trading systems therefore create imposts upon industry, 
but only slow down ecological degradation [Box 41]. Regarding eco-services as ‘commodities’ to 
be effectively owned and traded by private interests does little to encourage Positive Development.
However, as we will see, the ‘space’ for eco-services in urban areas itself could be traded.
