Powers of the Oliy Majlis.
Article 4 of the Constitution of the Republic of Uzbekistan and the Law "On the Oliy Majlis of the Republic of Uzbekistan" defined the powers of the Oliy Majlis of the Republic. The absolute powers of the Oliy Majlis of the Republic are fully reflected in Article 78 of the Constitution of the Republic. According to the Constitution of the Republic of Uzbekistan of 1978, all state power in the republic was exercised by the highest authority. In connection with the transition of the Republic of Uzbekistan to the Presidential form, the new Constitution of the Republic, the Law on the Oliy Majlis defined the powers of the Oliy Majlis, which is mainly a legislative body. It should be noted that the state power in the Republic of Uzbekistan is in the interests of the people and is exercised only by government agencies. Therefore, it is unconstitutional to change the powers of state power, suspend or terminate the activities of government agencies, create new and balanced structures of power in a manner not provided for in the Constitution of Uzbekistan, and is the basis for prosecution in accordance with the law. According to Article 78 of the Constitution of the Republic of Uzbekistan, the absolute powers of the Oliy Majlis of Uzbekistan in the field of legislation can be divided into five groups. In particular: I) in the field of state building; 2) in the economic sphere; 3) in the field of formation of administrative and judicial bodies; 4) in the field of the legislation of the legal system of the Republic of Uzbekistan; 5) powers in the field of international relations.
The legislative powers of the Oliy Majlis in the field of state building include the following issues: adoption of the Constitution of the Republic of Uzbekistan, amendments and additions to it; Establishment of the system and powers of the legislative, executive and judicial powers of the Republic of Uzbekistan in accordance with the Constitution of the Republic of Uzbekistan; Approval of decisions on adoption of new state structures within the Republic of Uzbekistan and their exclusion from the Republic of Uzbekistan; legal regulation of issues of administrative-territorial structure, change of borders of the Republic of Uzbekistan; creation, liquidation, renaming and change of boundaries of districts, cities, regions; Calling elections to the Oliy Majlis of the Republic of Uzbekistan and local representative bodies, formation of the Central Election Commission; appointment of election day of the President of the Republic of Uzbekistan in connection with the expiration of his term of office; Election of the Chairman of the Oliy Majlis of the Republic of Uzbekistan and his deputies; establishment of state awards and titles.
The legislative powers of the Oliy Majlis in the economic sphere include: determining the main directions of domestic and foreign policy of the Republic of Uzbekistan and adopting state strategic programs; legal regulation of customs, currency and credit issues; Adoption of the budget of the Republic of Uzbekistan on the proposal of the Cabinet of Ministers and control over its implementation, introduction of taxes and other mandatory payments.

The powers of the Oliy Majlis in the field of the legal system of the Republic of Uzbekistan include the adoption of laws in all areas of the legal system of the Republic and the introduction of relevant amendments and additions.
Ratification (ratification) and denunciation (early termination) of international treaties and agreements within the powers of the Oliy Majlis in the field of international affairs; Approval of decrees of the President of the Republic of Uzbekistan on the declaration of general or partial mobilization, the introduction of a state of emergency, its extension and termination.
The Oliy Majlis of the Republic of Uzbekistan shall function through its elected deputies.
A deputy of the Oliy Majlis shall be a representative of his constituents, as well as of the relevant political party, representative bodies of power and the initiative groups that nominated him as a candidate.
Deputies of the Oliy Majlis of the Republic shall exercise their rights and duties in accordance with the Constitution of the Republic of Uzbekistan and the Law "On the Status of People's Deputies in the Republic of Uzbekistan" adopted on May 6, 1995. This law fully reflects the rights, duties and forms and guarantees of the activities of a deputy of the Oliy Majlis.
Article 8 of the Constitutional Law on the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan defines the joint powers of the Senate and the Legislative Chamber. Article 9 of these laws defines the powers of the Senate and the Legislative Chamber.
