Pay Bills Finance: Motion to pay the bills presented was made by E. Barclay, seconded by T. Newton – ayes 5, nays 0. (See voucher register for June, 2013). Treas Treasurer’s Report: E. Stitt reported the following May 31, 2013 balances in the Borough’s accounts: General Fund, $214,639.60; Garbage & Refuse, $19,314.37; Liquid Fuels, $35.925.05; and Sewer Recovery, $168,925.05. Collected Garbage Fees totaling $7,222.84, including $2,216.00 in delinquents, were collected in May, 2013. Sewer Recovery Fee collections for May totaled $15,585.71, including $1,717.31 in delinquents. Fire Protection Fee collections totaled $16,508.35. Progress is being made in updating the customer lists and collecting delinquent garbage fees. Fire Fee The Fire Department’s requirements under the new Fire Protection Services Fee ordinance were explained by A. Urti. Burns, who led the Pledge of Allegiance. Roll Call of Members: The following members were present; E. Burns, E. Hall, T. Newton, and W. Campbell. Absent was E. Barclay. Also present were Sec’y E. Stitt, Solicitor A. Urti, Equipment Operator B. Beck, Code Enforcement Officer S. Ross. Mayor E. Artman was not present. Public Participation: As there were a number of visitors wishing to comment on the Library Library Tax, E. Burns advised that a 5 minute limit per speaker would be in force. Tax T. Newton read a letter explaining his opinion regarding the Library Tax. He stated that T. Newton it was his belief that the residents should have a vote as to whether or not to continue Letter with the Tax

Code Code Enforcement: Sam Ross reported that 40 zoning permits have been issued this year, Report and 36 complaints on delinquent garbage accounts are ready to be filed with the Magistrate. St. Swr. Streets: A problem was reported with a sanitary sewer going into a storm sewer at 1724 Wilson Avenue. Tk Bed A hinge broke on the bed of the ’01 truck, and the bed might need to be replaced. An aluminum bed is available for $6,900.00. The old bed will be checked to find out if it is fixable. O Turn Three quotes were obtained for a zero turn mower, with the lowest price of $4,733.00 Mower received from Minich’s Sales & Service. No action taken until it is determined what the cost will be to fix the ’01 truck. Grass Motion was made by W. Campbell, seconded by T. Newton, to authorize the Solicitor to Ord. an ordinance prohibiting grass clippings from being left in the streets – ayes 4, nays 0. Weedkill W. Campbell advised that some weed killer has been ordered to be tested. Water W. Campbell reported that a new water line is being installed on Hickory Nut Road and Line suggested that the Borough look into some additional paving along Hickory Nut. Pay Bills Finance: Motion to pay the bills presented was made by W. Campbell, seconded by T. Newton – ayes 4, nays 0. (See Voucher Register for July, 2013) Lien Solicitor: A. Urti advised that a lien is to be filed on 1214 Robbins Avenue for the costs of the Borough mowing the property. Oakwood The sanitary sewer in the Oakwood Avenue area goes into Kiskiminetas Township. A Sewer proposed agreement with Kiski to be reviewed would call for no user fee but maintenance costs would be shared based on the number of units we have going into the sewer. Waive Due to this being the first year of the Fire Protection Services Fee and there are still some July 1, 2013 (Continued) billing problems to be worked out, motion was made by T. Newton, seconded by W. Late Fee Campbell, to waive the late fee for this year’s Fire Protection Services Fee – ayes 4, nays 0.

Stitt Jr. Borough Secretary August 5, 2013 Hearing North Apollo Borough Council met at 6:30 PM in the conference room of the municipal Cond Use building for the purpose of conducting a public hearing regarding the request of Richard Rhoades for a Conditional Use for the property at 2112 River Road which would allow light assembly work on that property. Members present were E. Barclay, E. Burns, E. Hall, W. Campbell, and T. Newton. Also present were Sec’y E. Stitt, Code Enforcement Officer S. Ross and Solicitor A. Urti. Baker Public Participation: Visitor Eric Baker, 611 16th Street, complained of storm water Flooding draining across Hickory Nut Road and flooding his property and asked that a curb be placed to redirect the water. B. Bothell was asked to check into the matter. R. Dixon Rich Dixon, from the Roaring Run Watershed Association, asked Council to consider zoning changes for the Pegtown area that would allow businesses to develop in that area. Discussion also took place regarding the parking lot installed by the Watershed Association in Pegtown. It was paved before the paving plans were approved by Council. Kiski Discussion took place with Lee Layton regarding possible remedies for the problem of Drainage storm water coming from a property in Kiski Township and flooding a property at 1503 Birch Avenue D. Crofutt Discussion took place with Darrell Crofutt, 1816 Hickory Nut Road, regarding who owns the paper streets that have not been opened. Sher. Sale Property & Ordinance: Discussion took place regarding properties that were up for Sheriff Sale and on which the Borough has liens and claims. August 5, 2013 (Continued) Public Safety: T. Newton read the Police activities report in E. Artman’s absence. Police There were 34 calls, 18 incidents reported, 1 criminal arrest, and 2 non-traffic citations. Report Engineer: B. Bothell reported that the 18th Street storm sewer project is mostly complete 18th St except for the trench drain. The paving portion of the project was eliminated due to the St. Swr upcoming paving project, thus saving money on the final bill.

Discussion took place regarding the proposal from Kiskiminetas Township to give all Police the Police fine money to them rather than increase the fee paid to the township for Police Proposal service.

Stitt Jr Borough Secretary _________________________________________________________________________________ August 15, 2013 Special North Apollo Borough Council met in special session at 6:30 PM in the conference room Session of the municipal building with the Pledge of Allegiance led by President E. Burns. The meeting was called for the purpose of taking necessary action regarding the Borough’s Workers Compensation Insurance and for consideration of any other business duly brought before Council. Members present were E. Burns, E. Hall, and T. Newton. Absent were E. Barclay and W. Campbell. Also present were Sec’y E. Stitt and Insurance Agent Connie Jerich. Jerich Connie Jerich explained that the Borough’s Workers Compensation Insurance had to be Explains changed because coverage for the fire department is no longer available from most companies. Three proposals were received. The least expensive was a combination of EMC Insurance for the Borough’s coverage and the State Workers Insurance Fund for the fire department. The total premium would be $16,426.00. That is about $5,000.00 more than the previous policy due to recent claims history. An advantage to this plan is that the fire department and Borough would be treated separately and claims of one outfit would not affect the premium of the other. Motion was made by T. Newton, seconded by E. Hall, to accept the proposal that would divide the coverage between EMC Insurance and the State Workers Insurance Fund fr a total of $16,426.00 – ayes 3, nays 0. Survey A proposal was received from Senate Engineering to survey a disputed property on Cedar Avenue for $2,600.00. Motion was made by T. Newton, seconded by E. Bothell from Senate Engineering Co. Public Participation: The following residents wished to discuss problems relating to Flooding the flooding during the August 28 rainstorm.
