The basic defense doctrine of the Republic of Uzbekistan.

If the military-political situation in the world and, first of all, in the Central Asian region develops negatively, the Republic of Uzbekistan may face the challenge of ensuring its security.
The Republic of Uzbekistan considers it necessary to strengthen its defense capabilities, while emphasizing the priority of its political, diplomatic and other peacekeeping efforts in the prevention of war.
Potential sources of military threat
Potential sources of military threat include:
high concentration of armed groups in different regions of the world;
that the political situation in the world is not deteriorating;
the tendency of individual states or blocs of states to use force in their policies;
the desire of some states to increase the number of armed groups near the borders of other states;
the instability of the political situation in neighboring countries and the possibility of its escalation;
efforts by some countries to increase their influence in the Central Asian region;terrorist activities in the region by extremist political organizations and illegal military structures, as well as their activities aimed at inciting nationalist sentiments and religious intolerance.
GENERAL RULES
The military doctrine is the basis of the defense policy of the Republic of Uzbekistan and is an integral part of the national concept of national security, based on a completely new approach to foreign policy, interstate relations, war and peace.

Uzbekistan became an independent state in the past, when the immediate threat of a world war was significantly reduced and the Cold War ended.


At the same time, changes in the structure of international relations, the formation of a new system of balances are accompanied by tensions, the emergence of new hotbeds of conflict, the intensification of various forms of extremism and terrorism.
Due to this, the issues of strengthening the defense capabilities and security of the young independent state are of particular importance.
Uzbekistan is building a legal, democratic and secular society by declaring its independence and embarking on the path of restoring its spiritual and intellectual values ​​and carrying out radical changes in the economic, political and social spheres.
Strengthening social stability and ensuring the security of the state is vital for Uzbekistan in the implementation of democratic reforms.
In this regard, the Republic of Uzbekistan, as an independent state and a subject of international relations, bases its defense policy on the principles of peaceful coexistence of all countries, non-interference in the internal affairs of other states, respect for their independence and inviolability of interstate borders. .
The Republic of Uzbekistan will focus its efforts on establishing and developing multilateral relations with all countries, achieving universal peace, socio-political stability and disarmament everywhere.
The Republic of Uzbekistan believes that the development of mutually beneficial relations with all countries will create favorable conditions for improving the lives of its people, strengthening the social order based on universally recognized norms of international law, the principles of democracy and social justice.
Following the path of peace in international relations, the Republic of Uzbekistan undertakes to protect the life and dignity of its citizens, and in accordance with the Charter of the United Nations, exercises its inalienable right to self-defense. ensures that the military power and defense capability of the state is at a reasonable level of necessity.
POLITICAL ASPECTS OF THE DOCTRINE
The attitude of the Republic of Uzbekistan to the war
The Republic of Uzbekistan strongly opposes the settlement of international and interstate problems through war and seeks to take an active part in resolving military conflicts between the countries of the world through preventive diplomacy, to eliminate or overcome the causes of escalating conflicts. He considers spending to be the main task of his foreign policy.
Preventing war and the threat of war is a key strategic direction
Declaring the prevention of wars and military conflicts, non-participation in military blocs as the main strategic direction of its foreign policy, the Republic of Uzbekistan notes that it:
does not use its Armed Forces against another state, except in the case of retaliation against an attack on the Republic of Uzbekistan or on states bound by relevant agreements on mutual military assistance with Uzbekistan;
does not threaten anyone and does not consider any state in the world as its enemy, has no territorial or other claims to any of them, and is ready to establish relations with all countries on the basis of mutual consideration of international law and security interests;
living without nuclear weapons: adheres to the principles of non-deployment, non-production and non-purchase of nuclear weapons.
The main criteria of the international activity of the Republic of Uzbekistan in the prevention of war are:
enhancing the role of the UN and other international organizations in ensuring common security;
active participation in international and interregional structures, the main goal of which is to ensure peace, stability and cooperation between states and peoples;
development of the regional security system of Central Asia with the active participation of the interested states and the world community;
create the conditions for the transition from a comprehensive ban on nuclear weapons testing and, ultimately, to a treaty on the complete elimination of nuclear weapons;
Declare Central Asia a nuclear-weapon-free zone;
participation in negotiations on the universal destruction of chemical, bacteriological and other weapons of mass destruction, the Convention on the Prohibition of Chemical Weapons of the
Republic of Uzbekistan and the prohibition of bacteriological weapons;
Prohibit the creation, testing and production of weapons, tectonic and other types of weapons that have a destructive effect on the human psyche;
develop agreed measures to establish effective controls over the supply and trade of arms to the region, including the prevention of the supply of arms to illegal military structures. These measures should be based on the exchange of information, cross-checks, regular consultations, and the use of national means of control;
Encourage efforts to actively implement the conversion through financial support in the form of grants and soft loans;
reduction of conventional arms and armed forces in all countries, expansion of measures to strengthen mutual trust and security;
development of interstate military cooperation to promote the transparency of military construction and the expansion of military ties;
prevention of national and religious intolerance in international relations;
to prevent the rise of fundamentalism, extremism and terrorism;
establish a strong system of interstate relations based on mutual obligations to maintain peace and the renunciation of the use or threat of military force by all states;
Consistently reduce the presence of foreign troops on foreign territory, with the ultimate goal of deploying troops only within national borders;
to achieve the transformation of military-political alliances into a tool of political cooperation, both regionally and globally.
MILITARY AND ORGANIZATIONAL ASPECTS OF THE DOCTRINE
Features of the Central Asian region
Uzbekistan will work resolutely and consistently to ensure security and stability in all regions, especially in Central Asia. The uniqueness of this region, the subtlety of its political position in the world, is that if events turn out to be negative, it can become a powerful detonator that destabilizes the world.
About 60 million people from different ethnic and religious groups live in Central Asia. The region is rich in nuclear weapons, as well as conventional weapons of mass destruction. Conflicts in the region can lead to incredible disasters.
Currently, there are no real borders between many countries in the region. Under such circumstances, a conflict in any of these countries could spread to the entire region.
