The Transportation Technical Committee met on Wednesday, July 6, 2016, 1:30 p.m., SIMPCO, 1122 Pierce Street, Sioux City, Iowa. A quorum was present. Chair Jill Wanderscheid called the meeting to order at 1:30 p.m.

Introductions: Chair Jill Wanderscheid led introductions of members, staff, and guests.

Approval of the Agenda: Chair Wanderscheid asked if there were any additions or corrections to the July 6, 2016 agenda. It was noted that the last meeting on May 4, 2016 was not a joint meeting of the Policy Board and Transportation Technical Committee (TTC) as stated on the July 6, 2016 TTC agenda.
Mark Nahra moved to approve the July 6, 2016 agenda with the noted correction, seconded by Robert Livermore. Motion carried all ayes.

Approval of the Minutes: Chair Wanderscheid asked if there were any additions or corrections to the May 4, 2016 TTC minutes. No additions or corrections were brought forward.
Robert Livermore moved to approve the minutes as presented, seconded by Jeff Harcum. Motion carried all ayes.

Review Monthly Correspondence: Michelle Bostinelos presented pertinent correspondence since the March 2, 2016 TTC meeting. Information included attending the Downtown Partner’s Transportation Taskforce meetings, working with Siouxland District Health on the Partnership to Improve Community Health Grant in Moville, Lawton, and Sloan, working on downtown occupancy parking study for Sioux City, and hosting Bike to Work Day Events the week of May 16-May 20.

Transportation Improvement Progress Report: Members provided an update on the progress of transportation improvements in their respective areas. Discussion followed.

FY 2016-2019 Transportation Improvement Program Amendment: Michelle presented the following amendment to the FY 2016-2017 TIP: South Dakota Department of Transportation, Replace Crossbuck Signs from North Sioux City to Aberdeen project needs to be included for a total cost of $207,000 with $186,000 in Federal participation.
Jeff Dooley moved to recommend to the Policy Board the approval of the amendment to the FY 2016-2019 TIP, seconded by Tom Rohe. Motion carried all ayes.

Resolution 2017-1 Approval of the FY 2017-2020 MPO Transportation Improvement Program (TIP)- Jacob Heil presented the final FY 2017-2020 TIP. Jacob asked the TTC to review their respected areas to ensure all the necessary corrections, changes, additions, and/or deletions were in place.
Mark Nahra moved to recommend to the Policy Board approval of the FY 2017-2020 MPO Transportation Improvement Program (TIP), seconded by Aaron Lincoln. Motion carried all ayes.

Resolution 2017-2 Self-Certification of the MPO Transportation Planning Process: Michelle Bostinelos presented the 2017-2 resolution that certifies that the planning process in the Sioux City Metropolitan Planning Area is being carried on in conformance with all applicable Federal requirements.
Mike Collett moved to recommend to the Policy Board approval of the Self-Certification of the MPO Transportation Planning Process, seconded by Jeff Harcum. Motion carried all ayes.

Resolution 2017-3 Project Development Sioux City Transit System: Michelle Bostinelos presented the Resolution 2017-3 Project Development Sioux City Transit System. She noted this resolution certifies that the City of Sioux City/Transit System has fulfilled their planning obligations in the development of the TIP.
Mark Nahra moved to recommend to the Policy Board approval of the resolution 2017-3, seconded by Mike Collett. Motion carried all ayes.

Resolution 2017-4 Certification of Compliance: Statement of the Financial Capacity Analysis: Michelle presented the Resolution 2017-4 noting this resolution certifies that the MPO Transportation Improvement Program FY 2017-2020 for the Sioux City Metropolitan Area is prepared in accordance with the requirement of the Federal Transit Administration.
Aaron Lincoln moved to recommend to the Policy Board approval of the resolution 2017-4, seconded by Mike Collett. Motion carried all ayes.

Nebraska Federal Functional Classification Update: Jacob Heil presented changes to the FFC in Dakota City and South Sioux City.
Robert Livermore moved to approve the changes to the FFC in Dakota City and South Sioux City as presented, seconded by Jeff Dooley. Motion carried all ayes.

Additional Comments: Chair Wanderscheid noted that the U.S. Highway 20 Corridor Association meeting, Friday, July 8, 2016, at 10:00 a.m. at the Sioux City Public Museum. Next MPO TTC meeting will be Wednesday, September 7, 2016, at 1:30 p.m.

Adjournment: Mark Nahra moved to adjourn the MPO TTC meeting, seconded by Tom Rohe. Chair Wanderscheid adjourned the meeting at 2:05 p.m.
