It's time to pay special attention to the implementation of measures on important
reform priorities in the development of the economic and social spheres, to take a
critical look at our activities, to conduct a deep and comprehensive analysis.

The leaders of some economically insolvent enterprises in the real sector of our
economy still adhere to the old way of thinking, relying on remnants of an old and
outdated planning and distribution system, hoping to survive in a highly competitive
environment through tax breaks and protectionist measures.
President of the Republic of Uzbekistan Shavkat Mirziyoyev also spoke at a
meeting of the Cabinet of Ministers on the results of the country's socio-economic
development in 2018 and the most important priorities of the economic program for
2019 the time when we sat down to explain and comment on the problem has passed,
and the time has come to decisively abandon leaders who cannot get rid of old models
and methods of management. Today life itself requires relying on modern, well-trained
managers in the management of enterprises and associations. [2]
We all know that the problems that need to be addressed in these areas are
important and fundamental challenges that need to be raised to a qualitatively new level
of reforms, and problems that need to be addressed.
Through a critical assessment and analysis of the changes and innovations taking
place in our country, as well as the processes of economic diversification, it became
clear that the roots of the current old-fashioned approach go to the current management
system.
Based on the foregoing, it is advisable to implement the main ways and methods
of reforming the management system and the expected results of these reforms as
follows:
1. Strictly limit the role of the state in managing the economy, reduce the
structures of state administration and their functions, and reduce the costs of
maintaining public administration.
2. To speed up the process of transferring state functions to an increasing number
of public, non-governmental organizations, citizens' self-government bodies. Establish
effective implementation mechanisms and identify specific sources.
3. Ensuring unconditional adherence to the principles of a market economy in
management and their implementation.

4. Increasing the efficiency of the management system in joint stock companies
and other collective enterprises to a qualitatively new level and introducing corporate
governance.
5. Raising the level of training of highly qualified managers in the country's
universities and creating opportunities for advanced training at leading foreign
enterprises and universities.
6. Increasing its efficiency through the introduction of modern information and
communication technologies (Internet, Intranet, Extranet), gradual modernization of
the management system by reducing unnecessary reporting and bureaucracy.
The successful implementation of key and urgent tasks will largely depend on
the state of these issues on the ground and their effective management at a high
level.
In today's rapidly changing complex environment, it is necessary to respond in
a timely manner to today's requirements, to keep pace with the times, above all, to
update the following aspects of management in order to bring them to the level of
demand:
1. Adaptation of management structures to market requirements.
2. Rational organization of distribution of functions in all directions and links.
3. Improving motivational processes.
4. Use of management methods and leadership techniques in accordance with
modern requirements («To lead people, watch them» Lao Tzu [3]).
5. Implement measures to improve the living environment in communities, to
form organizational culture.
In conclusion, we can say that the main goal of our management reform is:
- Firstly, democratization, liberalization of the entire system of government,
public administration and business entities and the provision of electronic
communications;
- Secondly, to bring management in line with the modern requirements of
reforming and modernizing the life of our country.

The essence of management is to plan, organize, regulate, motivate the work of
people working together, analyze and monitor the results of decisions, which, in turn,
requires leaders to search, strive for innovation, initiative and entrepreneurship.
