Conclusion. By analyzing the psycholinguistic, psychological and
linguistic features of the civil servants’ English speaking skills development 
process, an attempt to generalize and classify the types of perception was made. 
This has to enhance creation of more effective approaches to teaching English to 
adult learners. 
We see that the problem under discussion presents a rather complex, laborious 
process, where overcoming false associations and interlingual interference in the 
minds of adult learners comes to the first plan. This process, undoubtedly, should 
be carried out in combination with the creative cognitive activity of the teacher -
instructor, his/her professional and methodological experience, reflection and 
willingness to support their learners, as well as create a sense of success in the minds 
of their learners, which is one of the strongest motivational incentives in the process 
of forming an English-speaking communicative consciousness of the adult learners 
in the system of continuous education. It has been found that the using cloud 
technologies can boost the effectiveness of the learning process and help overcome 
certain psychological barriers.
