HIGHLY QUALIFIED LEADERS AS A DECISIVE
FACTOR IN CONTINUING THE REFORM STRATEGY
IN THE ECONOMY 
 
Abstract. The main factors for the consistent continuation of a proven reform strategy 
are closely related to reforms in the management system. It is necessary to ensure the 
democratization, liberalization and electronic communication of the entire 
management system of economic entities. 
Keywords. Real sector of the economy, system of management, gross internal product, 
production of industrial product, communication, diversification, demarcation, 
liberation.
 
The laws and regulations adopted by the Oliy Majlis and the Government of the 
Republic of Uzbekistan aimed at strengthening the privatization process and the role 
of the real sector in the economy, as well as deepening reforms in key areas such as 
agriculture and capital construction, are aimed at eliminating shortcomings, problems 
and obstacles.
As a result of gradual and steady reforms, some success has been achieved in all 
areas. In particular, in 2019, compared to 2018, the country "increased GDP by 8.0%, 
industrial production by 8.8% and agricultural production by 6.8%" [1] and the 
production of consumer goods increased.

As a result of modernization processes in all sectors of our economy, industrial 
enterprises are being updated technologically. 
“As a result of such changes, the share of industry in GDP is now over 24.2%.
However, in 2010 this indicator was 14.2% ”[6].
