Today, as a result of the deepening coronavirus pandemic in the world, unemployment is 
growing sharply in many countries, and socio-economic problems are aggravating. When the 
World Health Organization announced the start of the COVID-19 pandemic in 2020, it quickly 
led to an unprecedented global economic and labor market crisis, resulting in huge job losses. As 
the virus spread around the world, its negative impact on the economy intensified in parallel. As 
a result, with the closure of large enterprises, organizations and even seasonal jobs, all or part of 
their income is lost for weeks or months. The scale of these cases is estimated at 12.1 percent of 
lost working hours worldwide, or 345 million permanent jobs. According to the International 
Labor Organization, global labor force incomes fell 10.7% in the third quarter of 2020 compared 
to the fourth quarter of 2019, resulting in a $3.5 trillion loss. In particular, 76 percent of informal 
workers employed in the economy were affected by $1.6 billion. 
In this regard, due to the socio-economic nature of our country, the issue of employment 
does not always lose its relevance, and it is always in the center of attention of the head of state. 
In particular, the President of the Republic of Uzbekistan Sh.M. The purpose of Mirziyoyev’s 
resolution No. PP-4742 of June 8, 2020 “On measures to simplify state regulation of 
entrepreneurial activity and self-employment” is to create additional conditions for the wider 
involvement of the population in entrepreneurial activity and the implementation of legal labor 
activity. The list of activities (works, services) for self-employed persons in the annex to the 
decision has been expanded to 67 in accordance with the annex.
