Meeting Minutes – August 15, 2014
The meeting of the Saint Louis County Housing Resources Commission was called to order at 3:20 p.m. by Kathy Schweitzer, at 9666 Olive Blvd., Ste. 510, St. Louis, Missouri.

PROGRAM
OVERVIEW OF ORGANIZATIONAL CAPACITY ISSUES

Shana Eubanks has resigned.

Left with one permanent Homeless Services Program employee only.

New Program Manager has been hired. Andrea Holak will start on Monday, August 18, 2014.

Tom Fee stated that there are 3 vacancies that are to be filled in the Homeless Services Program and two of those are new positions that were provided under initiatives proposed for 2014.

Homeless Services Program will be fully staffed before year-end.

Chaunceia Mayfield, Homeless Services temporary employee, was introduced to the Commissioners.

Tom Fee stated that with new staff on board, the program is building the capacity to be more aggressive in providing assistance to the agencies, monitoring, and completing invoices on time.
REIMBURSEMENT SUBMITTALS

Reimbursement submittals will be reviewed at least quarterly by staff to ensure that agencies are spending funds appropriately and within the guidelines of their contracts.

Catholic Charities has been slow to submit in the past.
YTD Revenue through 07/31/14 is $282,155 which is $145,491 under for same period last year.

Six Year Comparison of Revenues and Reserve Utilization

It was asked why revenue is still going down. Andrea Jackson-Jennings stated that revenue is derived from a portion of tax dollars generated through the Recorder of Deeds office from the selling of houses and marriage licenses and both are down.

Mike Harris asked if a projection through year 2017 could be done. Randee Fendelman agreed to provide this.
OTHER BUSINESS

A tour of Salvation Army’s new 58 unit apartment complex has been scheduled for Tuesday, October 21, 2014, at 3:00 p.m. The Committee meeting will be held immediately after at E. M. Harris Construction, 2600 Delmar Blvd., St. Louis, MO 63103, at 4:00 p.m.

Another meeting of the committee has been scheduled for Thursday, November 20, 2014, at 1:00 p.m. and will be a working RFP meeting.
