Franklin County is soliciting Request for Qualifications (RFQ) from consultants with expertise in cost assessment and right-of-way acquisition for the purpose of assisting the County's engineering department by providing a feasibility study and real estate acquisition services for the proposed construction of Juniper Dunes Recreation Area Access road and the Pasco-Kahlotus Road Reconstruction/Overlay II project. This project has federal-aid funding.
Franklin County has three (3) proposed alignments along the for Juniper Dunes Recreation Area Access roadway corridor. The Consultant will assist the County in preparing a feasibility/cost study for each alignment. Once the proposed alignment has been identified, the consultant will begin the process of acquiring the needed right-of-way for this project.
Franklin County is at approximately 50% design completion for Pasco-Kahlotus Road Construction/Overlay II. The County has had the property recently appraised but is in need of a consultant to perform the appraisal review and acquisition of the right-of-way.
The proposed work will include but is not limited to a feasibility report identifying the cost and impact for three (3) proposed alignments along the for Juniper Dunes Recreation Area Access roadway corridor. Right-of-way acquisition services for the procurement of property along Juniper Dunes Recreation Area Access road and Pasco-Kahlotus Road Reconstruction/Overlay II. The consultant must have knowledge of WSDOT, FHWA, and BLM procedures and requirements of federal grants.
The deadline for this RFQ is 1:30 PM on Thursday, February 4th, 2016. Earlier responses are welcomed.
