RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN


ON EFFECTIVE MEASURES TO ORGANIZE THE PROMOTION OF FOREIGN LANGUAGE LEARNING
In accordance with the Resolution of the President of the Republic of Uzbekistan No. PP-5117 of May 19, 2021 "On measures to bring the activities of popularization of foreign languages in the Republic of Uzbekistan to a qualitatively new level", as well as foreign languages In order to effectively implement organizational measures to promote the study, the Cabinet of Ministers decides:
1. Resolution of the President of the Republic of Uzbekistan No. PP- 5117 of May 19, 2021 "On measures to bring the promotion of foreign language learning in the Republic of Uzbekistan to a qualitatively new level" :
In accordance with paragraph 1, the Agency for the Promotion of Foreign Languages ​​under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter - the Agency) and the Agency's regional representatives in the Republic of Karakalpakstan, regions and the city of Tashkent;
In accordance with paragraph 2, the Agency and its representatives 34 state units of the Republican Research and Practice Center for the Development of Innovative Methods of Teaching Foreign Languages ​​at the Uzbek State University of World Languages, the Ministry of Public Education and the Ministry of Higher and Secondary Special Education For information, the system was formed at the expense of 39 state units.
2. To establish the procedure according to which the Agency:
coordinates the activities of state bodies and organizations, local executive authorities and public educational institutions to promote the teaching of foreign languages;
Establishes contacts with foreign and local partners and organizes their financial, organizational and methodological support to promote the study of foreign languages ​​in the country;
develops and implements methodologies in collaboration with ministries and agencies that allow civil servants to conduct their professional activities in foreign languages;
identifies comprehensive measures to promote the study of at least ten high-demand foreign languages;
develops qualification requirements and assessment criteria for foreign language teachers and organizes the process of awarding them the qualification category on the basis of openness;
Together with the State Inspectorate for Quality Control in Education under the Cabinet of Ministers approves the list of internationally recognized certificates of knowledge of foreign languages ​​and the correspondence between the levels of national and internationally recognized certificates of knowledge of foreign languages.
3. To determine the following as the main directions of activity of schools specializing in teaching foreign languages:
creating conditions for the development of students' basic language skills (listening, reading, writing and speaking), including the organization of in-depth study of foreign languages ​​by attaching foreign language departments of higher education institutions;
introduction of internationally recognized methods of teaching students in foreign languages ​​and assessment of their knowledge, including the widespread use of distance and other modern forms of education in the educational process and the teaching of other subjects in foreign languages;
ensuring that students' mastery of at least two foreign languages ​​broadens their horizons, increases their potential and increases their competitiveness in the labor market.
4. To determine the following as the main tasks of higher education institutions attached to schools specializing in teaching foreign languages:
methodological support of the educational process, assistance in strengthening and applying students' basic language skills, including the involvement of foreign experts in the educational process;
to take measures to involve qualified professors and gifted students in the educational process and to organize master classes with their participation;
organization of foreign language courses and clubs, as well as competitions and Olympiads among students.
Expenses of higher education institutions attached to specialized schools on popularization of foreign language teaching in schools specializing in foreign language teaching shall be covered from extra-budgetary funds of these organizations.
5. To establish the following requirements for teachers of foreign languages ​​in public educational institutions on the level of mastering foreign languages:
From the 2022/2023 academic year, a newly recruited candidate for the position of a foreign language teacher in a public educational institution must have at least a B2 level national or equivalent international certificate;
Until the 2022/2023 academic year, all foreign language teachers working in public higher education institutions must have at least a C1 level national or equivalent international certificate;
By the 2024/2025 academic year, 50 percent of teachers of professional subjects (other than foreign languages) working in public higher education institutions must have at least a B2 level national or equivalent international certificate;
By the 2024/2025 academic year, all foreign language teachers working in general secondary, secondary special and vocational education institutions must have at least a B2 level national or equivalent international certificate.
The State Inspectorate for Quality Control in Education under the Cabinet of Ministers, together with the Ministry of Public Education, the Ministry of Higher and Secondary Special Education and the Agency, within a month prepares teachers of educational institutions to receive the relevant certificate. to form.
6. Control of execution of this resolution to assign to the Deputy Prime Minister of the Republic of Uzbekistan for social development BA Musaev.
