The article is devoted to the ongoing phase of reform of JSC «Russian Railways» and
manufacturing organizations, which is the transition from a compensatory, cost-effective
model of labor protection to a modern system of occupational risk management. We believe
that such an approach, used in the example of all manufacturing companies in Russia, is the
main conditional process of Uzbek manufacturers.
International environmental protection is a set of principles, norms and relations
of international law that ensure a safe environment for people and sustainable
development of states.Ensuring international environmental security requires the
formation of international relations that maintain, restore and enhance the quality of
the environment sufficiently for living organisms. And to ensure environmental
security, of course, the balanced development of countries and peoples around the
world requires the integration of states in the system of environmental policy. The
role of the UN, intergovernmental and non-governmental organizations in this regard
and their role in finding solutions to environmental problems is growing day by
day [1].
Currently, international environmental cooperation is carried out in three
directions:
1)
wide dissemination of interstate and interethnic cooperation in the field of
environmental protection and their positive experiences;
2)
development and practical implementation of science-based nature
protection measures in the region (region) or restricted zones;
3)
the use of universal approaches of the international community in finding
solutions to global environmental problems.
Each branch of law approaches certain rules and principles in the regulation of
certain relations in society. In the development and formation of national legislation,
these principles are determined on the basis of the social, economic, political,
educational, cultural, national status and traditions of each nation or state, while in
international law the common interests of two or more nations, peoples or states
approaches their rights.
International principles are the rules governing the subjects of international law
recognized by the international community.
International environmental principles are the rules of conduct of the
participants of international cooperation, ie the subjects, in the field of environmental
protection and the use of objects of international environmental law. These rules

should be based on the norms of international law and serve as a guideline for the
legal regulation of relations and the development of a legal mechanism [2, 3].
