Invitation for Bids
1. Nepal has received a grant from the Asian Development Bank (ADB) towards the cost of Second Small Towns Water Supply and Sanitation Sector Project (SSTWSSSP) and it intends to apply part of the proceeds of the grant to payments under the contract named above under International Competitive Bidding (ICB) with ADB's Single-Stage: One-Envelope bidding procedure
and in accordance with ADB’s Procurement Guidelines. Bidding is open to all eligible Bidders from all countries as defined in the ADB Guidelines.
2. The Project Management Office, Second Small Towns Water Supply and Sanitation Sector Project, Department of Water Supply and Sewerage, Ministry of Urban Development (“the Employer”) invites sealed bids from eligible bidders for the construction of the above captioned contract with the following key qualifications:
Minimum average annual turnover from construction business NRs. 157 million within the last five years.
Carried out at least two similar projects with a value of at least NRs. 94 million over the last seven years.
3. The Works mainly comprise of following components:
(i) Ground Reservoir
(ii) Intake work
(iii) Transmission main and distribution pipe lines
(iv) Electrical Works
(v) Treatment plants
(vi) Other associated works
(vii) Operation and Maintenance of whole system for one year.

5. Bidding documents may be purchased by prospective bidders on the submission of a written request to the address mentioned below with a non-refundable fee of NRs. 6,000 (in words Nepali Rupees Six thousand only) or equivalent USD deposited in Government of Nepal’s revenue account No. 1-1-5-99 at Nepal Rastra Bank, Kathmandu, Nepal for one set of
bidding document. If the bidders request the bidding document through mail, the Employer will send the Bidding Document by express mail or courier for an additional fee of US$ 70. The Employer accepts no liability for loss or late delivery.

The Socialist Republic of Vietnam has received a loan No. 8041-VN from the International Bank for Reconstruction and Development – IBRD (World Bank) towards the cost of Trung Son hydropower project. Republic of Armenia has received financing from the World Bank toward the cost of the Municipal Water Project, and intends to apply part of the proceeds toward payments under the contracts for Reconstruction of water supply systems of Echmiatsin and Ashtarak Towns and nearby 8 villages, comprising of 2 lots, ICB No: MWP-C1.4/1-3. This contract will be jointly financed by the Government of Republic of Armenia. Bidding process will be governed by the World Bank's rules and procedures

*Construction of 2.5km length, de160-de200 PE water mains,
*Repairing of existing technological valve units in the area of "Shahumyan" 4 DRRs.
*Construction of 37.3km length, de50-de400 PE internal water lines,
*Construction of 28.4 km length, de20-de32 PE inlet lines for private houses and residential buildings,
*Installation of 3290 water meter chambers.
Lot-2: Reconstruction of water supply systems of Ashtarak Town and nearby 4 villages, MWP-C1.4/1-3-2
Works include: Ashtarak town and nearby Ohanavan, Karbi, Mughni, Sasunik (with Karin district) villages
*Replacement of "Artak" pumping station pumping units and major repairing of technological valve units,
*Construction of 53.4km length, de50-de225 PE internal water lines,
*Construction of 21.3km length, de20-de32 PE inlet lines for private houses,
*Installation of 2530 water meter chambers.
The Intended Completion Date for the whole of the Works shall be:
Lot-1: 12 months, without winter break
Lot-2: 12 months, without winter break
Qualifications requirements include:
Lot-1: Reconstruction of water supply systems of Echmiatsin Town and nearby 4 villages, MWP-C1.4/1-3-1
*Minimum average annual construction turnover of US$4,200,000 calculated based on the balance sheets presented for the last three (3) years (2010-2012), divided by three (3);
*The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as: US$700,000 for the subject contract(s) net of the Bidders other commitments;
*Implementation at least 1 (one) contract as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2010 and application submission deadline, with a value of at least US$2,000,000 that have been satisfactorily and substantially completed in any sphere of civil works.
*Implementation of any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor on or after the first day of the calendar year during the period stipulated between 1st January 2010 and application submission deadline, with a minimum construction experience in the following key activity successfully completed: Construction of 25km of PE pipes. The required key activity can be demonstrated in one or more contracts (no more than three) combined if executed during same time period.
Lot-2: Reconstruction of water supply systems of Ashtarak Town and nearby 4 villages, MWP-C1.4/1-3-2
*Minimum average annual construction turnover of US$4,200,000 calculated based on the balance sheets presented for the last three (3) years (2010-2012), divided by three (3);

1. The Iller Bankhas received an additional loan from the International Bank for Reconstruction and Development (IBRD)toward the cost oftheMunicipal Services Project. Iller Bank allocated some part of the loan to Mersin Metropolitan Municipality, General Directorate of Water and Sewerage Administration (MESKI) (herein after called Sub-Borrower) for the finance of the Sub-Project titled "Construction Project of Main Sewer Collectors, Pressure Lines, Pumping Stations and Sewerage Network in Western Basin". MESKI intends to apply part of the proceeds of this loan to payments under the contract for "The Construction of Main Sewer Collectors, Pressure Lines, Pumping Stations and Sewerage Network for Sewerage of West Catchment Area (Contract No. MES2-W1)" . If the available funds under Municipal Services Project – II (Additional Loan) may not be sufficient for the whole value of this contract, MESKI will finance the contract amount exceeding the sub-loan by Mersin Greater Municipality's own resources.
2. The Sub-Borrower now invites sealed bids from eligible and qualified bidders for the construction of 40 km of sewerage lines of diameter between 300 and 1000 mm and house connections; 2 wastewater pumping stations in Tece and Davultepe and 3 pressure mains and 2 transmission lines including all auxiliary structures.
