Upgrade and Modernization of Sofia District Heating Production and Distribution System, Bulgaria

Toplofikacia Sofia EAD, the single owned stock district heating company serving the City of Sofia, intends to use the proceeds of the Grant funds provided by the Kozloduy International Decommissioning Support Fund (the “KIDSF”), administrated by the European Bank for Reconstruction and Development (the “Bank”) and its own financing towards the cost of the following contracts within the Project for Upgrade and Modernization of Sofia District Heating Production and Distribution System:
Supply and installation of equipment and works:

      Increase of heat transfer energy efficiency

This project aims to replace about 30-35 km of old pipe trunk annually (about 100 km in total) with pipes pre-insulated with rigid polyurethane foam, suitable for direct burying in the ground.

The expected duration of the total contract implementation (separately for supply and for installation of pre-insulated pipes) is 48 months.


      Construction of cogeneration plant for Heat Only Boilers “Ovcha Kupel”

  Installation of  new co-generation modules with three gas engines is envisaged with both electric and thermal capacity of about 10 MW in HOB “Ovcka Kupel II”. To cover the base heat load of  HOB”Ovcha Kupel I” and HOB”Ovcha Kupel II” the new co-generation facility will operate all year.

The expected duration of the contract implementation is 23 months.
        Reconstruction and modernization of energy boiler units EK220 t/h No.7 and No.8 at Thermal Power Plant (TPP) “Sofia”

This project component includes reconstruction of boiler heating surfaces, replacement of old burners with new low emission burners, upgrade of boilers control system and installation works of boiler flue gas utilization equipment.



The expected duration of the contract implementation is 28 months.
      Modernization of the turbine unit TG3 at TPP “Sofia east”

In order to meet the requirements of Energy Efficiency Directive 2012/27/EC regarding high efficiency of cogeneration for district heating purposes, the existing condensing type turbine is intended to be replaced with a new backpressure steam turbine with capacity 30-35 MWel and 89 MWth.



The expected duration of the contract implementation is 28 months.
      Construction of flue gas utilization installation for boiler unit EK 220 t/h, No.9 at TPP “Sofia”

This project component foresees installation of a new modern flue gas utilization system for energy boiler unit No.9, to collect and recover the waste heat energy contained in the outgoing flue gases of the boiler.



The expected duration of the contract implementation is 17 months.
      Flue gas utilization at Heat Only Boilers

This project component includes the installation of a new state of the art flue gas utilization system for some of the existing hot water boilers, to recover the waste heat energy contained in the outgoing flue gases of the boilers.

The expected duration of the contract implementation is 36 months.

 

Consultancy services 

for project management, procurement, monitoring and management of project implementation for the above cited contracts.
The duration of the Consultancy services assignment shall be 30 months

The overall budget of the Project is EUR 41,900,000. 50% to be financed by KIDSF and 50% by Toplofikacia Sofia, plus EUR 550,000 for Consultancy services, to be 100% financed by KIDSF.

Tendering for the contracts is expected to begin in the third quarter of 2013 (for project components 1, 2, 3 and Consultant selection) and continue in 2014.

MCA-Moldova Mid-Term Operational Review

1. The Millennium Challenge Corporation (the “MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Republic of Moldova (the “Compact”) in the amount of approximately 262,000,000 USD (the “MCC Funding”). The Government, acting through the Millennium Challenge Account – Moldova, a public institution established under the laws of the Republic of Moldova as the Accountable Entity for the Compact (the “MCA-Moldova”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which the Request for Proposals is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA-Moldova shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
2. The goal of a Compact would be to reduce poverty through economic growth. The Compact contains the following components:
* Road Rehabilitation Project (RRP). The project would improve profitability and marketability of goods carried on the roads, improve access to social services among communities serviced by the roads, and improve road safety. The proposed project comprises the rehabilitation of existing paved four-lane roads.

* Transition to High Value-added Agriculture (THVA) Project. The project objective is to increase incomes in rural agricultural communities through transition to higher value-added production through rehabilitation of irrigation infrastructure, radical changes to its management, and increased access to finance, training, and market information, beneficiaries will transition to more intensive and varied crop production and better marketing of the production.


3. This Invitation for Proposals follows the General Procurement Notice posted on the MCA-Moldova website at http://www.mca.gov.md/en/General-procurements-notice.html on April 30, 2013, dgMarket on April 30, 2013, and UN Development Business Online on April 30, 2013, and published in the local newspapers Ekonomicheskoie Obozrenie on May 10, 2012 and Monitorul Oficiel on May 17, 2013.
4. The MCA-Moldova acting through the Procurement Agent now invites proposals to provide the consultant services referenced above (“Proposals”).

The objective of the Mid-Term Operational Review (“MTOR”) is to enable the Government, MCC, and MCA-Moldova to assess the progress in delivery of Compact implementation and based on this assessment, to take decisions on the future orientation and emphasis of project management during its remaining time. It shall focus on the operational management of implementation in order to create efficiencies and maximize resources and to ensure that Compact activities will be completed on-time.

In particular, the MTOR will document the MCA-Moldova programmatic interventions and how they were implemented; assess to what extent have the targets set for the evaluated period been attained; evaluate how the design and implementation deviated from the original plans and the reasons for the deviations; and identify what worked well and what were implementation challenges. Overall, the MTOR will provide critical information for improving implementation during the remaining period of the Compact.

The MTOR will cover the work carried out over the period of September 2010 – September 2013 of Compact implementation in Moldova.

It is expected that based on the above objectives, the Consultant shall elaborate brief, clear, conclusions and recommendations, including:

(a) The degree to which Compact and projects’ outputs are likely to be delivered on-time;

(b) Significant lessons that can be drawn from the management experience of Compact and projects and their results, to date, particularly those elements that have worked well and those that have not;

(c) General recommendations on improving implementation for the remainder of the Compact.

The selected Consultant will sign a nineteen (19) weeks fixed price lump sum contract.
5. The Request for Proposal (“RFP”) is open to all eligible entities (“Consultants”) who wish to respond. Consultants may associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.
6. A Consultant will be selected under the Quality- and Cost Based Selection (QCBS) method, the evaluation procedure for which is described in the sections of this RFP in accordance with MCC Program Procurement Guidelines as amended on September 2010, May 2011 and April 2013, to be found on the MCC website at http://www.mcc.gov/pages/business/guidelines.

Lesotho Highlands – Botswana Water Transfer Study

The Government of the Republic of Botswana through the Ministry of Minerals, Energy & Water Resources has applied for financing from the Multi-Donor Trust Fund for Cooperation in International Waters in Africa (CIWA), administered by the World Bank, toward the cost of a study for the possibilities of drawing water from Lesotho to Botswana, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include a determination of the viability of water resource development options at reconnaissance level to augment Botswana’s bulk water supplies from Lesotho Highlands taking into consideration the latest information on hydrology and environmental needs and the preferred option for such water supplies. The study is to be undertaken within the context of the Memorandum of Understanding signed between Botswana, Lesotho and South Africa and is expected to take a period not exceeding twelve (12) months.

The Department of Water Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. This Specific Procurement Notice (SPN) follows the General Procurement Notice for this project that appeared in the UN Development Business website on August 24th, 2010.

2. The Government of Ghana has received a grant from the African Development Fund (ADF) in the sum of 109.72 million Unit of Accounts (about US $ 166.61 million) towards the cost of Fufulso – Sawla Road Reconstruction Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under contracts for the following Studies:

Lot 1: Consultancy Services for the Detailed Design of

(a) Asutsuare Junction – Volivo Road (28.3 km) and Dufor Adidome – Asikuma Junction (38.4km);


(b) Asutsuare – Aveyime (24.0 km);

Lot 2: Consultancy Services for the Feasibility Studies and Detailed Design of Busunu – Daboya Road (53.5 km)

3. The Ministry of Roads and Highways (MRH) acting through the Ghana Highway Authority (GHA) now invites consulting firms to indicate their interest in providing the consultancy services shown above.

4. Interested firms must organize their Expression of Interest in the following order which constitute the evaluation criteria:

4. This Expression of Interest is open to consultants from all countries. Association among Foreign and Local consultants is encouraged, but not mandatory. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment. Any joint venture that makes the shortlist cannot change its identity upon award of contract. A firm may express interest in one or both Lots mentioned above.
A short list of six (6) firms will be compiled in accordance with the rules and procedures set out in the African Development Bank Group’s Rules and Procedures for the Use of Consultants, May 2008 Edition, Revised July 2012, which is available on the Bank’s website, www.afdb.org

The World Bank intends to carry out a Study to analyze the situation and challenges of Water Supply and Wastewater services in Central Asian countries, in multiple dimensions (infrastructure, services, institutional framework, financial), and to outline priority actions and policy changes needed to achieve sector objectives in terms of service access, quality, efficiency and sustainability.

The Study shall be carried with the support of a consulting firm with proven experience in the sector and strong analytical record. The data collection and analysis shall be carried out by the consulting team. Data should be validated by the task team leading this study from the World Bank. The consulting team shall comprise an adequate skill mix, including consultants with strong international experience of the water supply and wastewater sector, and with extensive knowledge of the former Soviet Union context and of the Eastern and Central Europe sector and the reforms implemented there in the past 20 years, for the purpose of meaningful comparison with the sector in Central Asia. The consulting team should also include strong local experts with up-to-date knowledge of the sector.

The Consultant will work closely with the World Banks task team that will monitor the work of the consultants and provide guidance throughout the study. The Consultant, with the support of the World Bank team as needed, will consult with each governments designated agency for the study, to receive comments and validate data and findings. The draft report will be prepared by the Consultant and it will be finalized with the input of the World Banks task team.
Key staff positions and minimum expected input:

*Team leader/Sector Institutional specialist with strong management background, preferably in the public service sector; about 3 weeks in each country, plus arrangements for data gathering and analysis, and leading drafting of the study report and presentation of diagnostic pre-reports by country and final reports (total 5 man/month)


*Engineer/Utility operations expert: 2 weeks in each country, plus home office work on analysis of utility cases, plus contribution to the review of the technical shortages in the sectors, and technical input to the study report; 3 man/ month;
*Financial specialist: 1 week in each country, plus contribution to the review of the sector, and input to study report; 1,5 man/month;
*Regulatory expert: 1 week for each country; plus home office work, in total 1,5 man/month;
*Local consultants for data gathering: 2 months for each country;

Consultancy Services & Owner's Engineer for Synchronization of WAPP interconnected Network

In support of WAPP Secretariat's effort, the World Bank provided a grant under the Component 2.B of "Technical Assistance and Integration of WAPP network" in the Phase 1 of WAPP Cote d'Ivoire – Liberia – Sierra Leone – Guinea (CLSG) Project, to undertake feasibility study for synchronization of WAPP interconnected system and supply and install equipment.

The study to be undertaken will review the conditions of the synchronization and prepare its implementation. The outcome of this study shall include the specifications of the additional equipment required for the synchronized operation, and the draft proposals for the adaptation of the operating rules and for possible additional agreements between the different interconnected utilities.

The additional equipment will be supplied and installed in the substations, power plants or control centres of the existing utilities and power companies to make the synchronization effective.

This assignment is separated in two phases, to be contracted separately:

*Phase 1 is related to the preliminary studies, up to the definition of the additional system equipment;
*Phase 2 is related to supervision of the supply, installation and commissioning of this equipment and assistance to the synchronization operation

The phase 1 phase includes among others the following tasks and objectives

*Review the operating rules in the WAPP Interconnected zone A countries,
*Perform static and dynamic system simulations to identify the possible additional equipment or reinforcements required in the system, and to optimize the settings of the equipment
*Explore the possibility of a back-to-back DC link at Sakété substation and review the corresponding costs.
*Propose adaptations to the existing operating rules for a reliable joint system operation in normal and disturbance condition
*Prepare the necessary documentation for the implementation of the proposed adaptations
*Review the necessary competences for the interconnected operation of the WAPP system and identify the needs for competence development. Training (Ben)

The phase 2 includes among others the following tasks and objectives:

*Overall project management, coordination and supervision, includingof all supply, the finalization of the bidding documentation,the organization of the bidding process The follow-up of the supply and implementationof theequipment required for the synchronization, the support during the guarantee period, etc.
*Review and the assistance to the implementation of the necessary adaptations in the operating rules and in the additional agreements between the different utilities, necessary to ensure a proper synchronized operation.
*The implementation of the synchronized operation, including:

Both Phase 1 and 2 are expected to be awarded on the basis of Quality Cost Based Selection contracts. The implementation period of the services is expected to be approximately 2years and 9 months (9 months for the Phase 1, and 2 years for Phase 2).


The West African Power Pool (WAPP) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting Criteria are:

(i) Current technical capacity of candidate, experience and qualifications of the firm in the fields related to this assignment. The Candidate should have implemented during the last 5 years (2007 up to the deadline for submitting applications) at least 2 consultancy assignments, each of a minimum value of USD 3 million or EUR equivalent.

(ii) Availability of well quailified and experienced staff for this assignment (man-month and value of similar assignments carried out should be indicated)

(iii) Financial status of the candidate, in this regard candidates are required to submit financial statements for the last three years. Audited financial statements and additional information may be required by the client prior to finalizing the short list.


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers( January 2011), setting forth the World Bank's policy on conflict of interest.

Kholombidzo Hydro Electric Power Plant Feasibility Study, Malawi

The Governments of Malawi has received a Grant from the African Development Fund (AfDB) to finance the cost of conducting a Feasibility Study for Kholombidzo Hydro Electric Power Plant amounting to UA2 million. 

The principal objective of the Study is to produce a feasibility study for the future development of a power generation project to contribute to the expansion of electricity generating capacity in Malawi, which would ultimately contribute to addressing electricity shortages and enabling the delivery of reliable energy and electricity access expansion in Malawi. 

The Project will procure 1 consulting firm to undertake the feasibility study and preliminary designs by among other things updating the previous screening studies undertaken from 1985 to 1998 as well as use the information from the Integrated Water Resources Development Plan for both Lake Malawi and Shire River System to confirm the optimal location and layout for the power plant. The study will then produce a full bankable feasibility study and preliminary designs for the optimal layout that could be used in sourcing financing for project implementation. The method of selection of the consulting firm will be Quality Cost Based Selection (QCBS) following a shortlist of 6 firms. 

Procurement of goods and/or works will be in accordance with the Bank's Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of    Consultants will follow the Bank's Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in August 2013.

Transgulf wins Dubai district cooling deal

Local contractor to build cooling plant for Empower in Business Bay district

The local Transgulf has been awarded a AED155m ($42.2m) contract to build a district cooling plant for the local Emirates Central Cooling Systems Corporation (Empower) in the Business Bay district of Dubai.

The contractor will build the 45,000 refrigeration-tonnes (RT) district cooling facility and the associated infrastructure such as pumps, chillers, water tanks, cooling towers and office space. The plant will be built in two phases, with the majority of its planned capacity to be made available after the completion of phase 1. In February, Empower awarded the local Al-Habtoor Soil Group a deal to carry out shoring and enabling works on the facility.

The cooling plant will be the first in the region to be built using green building measures and guidelines, according to Empower. It will be the district cooling firm’s second unit in the Business Bay district.

In early July, Empower announced it was investing AED15m to expand the capacity of a district cooling plant in the Business Bay area. The upgrade will increase the capacity of the Business Bay Executive Towers district cooling project to 45,000 refrigeration tonnes, a 14 per cent increase. The expansion is scheduled for completion in 2014.
