4. Bidding would be conducted through the International Competitive Bidding (ICB) – Two-Stage bidding procedure of the ADB.

5. To be eligible and qualified for contract award, the successful bidder shall fulfil the requirements as detailed in the bidding document. Some of the key requirements for a single entity are listed below. Requirements for joint ventures and associations are indicated in the Bidding Document.

(a) Net worth as minimum should be positive
(b) Minimum average annual turnover of US$ 25 million within the last five years
(c) Availability of financial resources required for current commitments, and for the subject contract.
(d) Experience in the role of contractor, subcontractor, or management contractor for at least the last ten (10) years.
(e) Participation in at least two contracts within the last 5 years that have been successfully or substantially completed and that are similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 30 million.

6. 7. Bidders could purchase a complete set of the Bidding Document between 9.00 a.m. to 4.00 p.m. on working days, until the deadline for bid submission, on the submission of a written application to the address given above and upon the payment of a non-refundable fee of Sri Lankan Rupees One Hundred Thousand (Rs.100,000.00) or US Dollars eight hundred (US$ 800.00). The method of payment will be cash or a certified check/demand draft drawn from a reputable bank in Sri Lanka in favour of ‘Greater Colombo Waste Water Management Project’. The bidding document may be collected in person, or could be mailed locally free of charge upon receipt of the payment. For international bidders, an additional US $100.00 should be included to defray the cost of forwarding the document by courier service if so required. No liability will be accepted for loss or late delivery.


8. A site visit would be conducted commencing at 9.00 a.m., on 27 August 2013 and a Pre-Bid meeting would be held commencing at 9.30 a.m. on 28 August 2013, both at the address given in paragraph 7 above. Bidders are well advised to attend both these events.


9. All Second Stage Bids must be accompanied by a Bid Security, for a sum of Sri Lankan Rupees one hundred million (LKR 100,000,000.00) or United States Dollars eight hundred thousand (USD 800,000), and as per other details given in the Bidding Document.


10. Second Stage Bids shall be valid for a period of 119 days and the bid security shall be valid for a period of 147 days from the deadline for submission of Second Stage Bids.


11. First Stage Bids prepared in the formats and details given in the Bidding Document, must be delivered either by registered post or be inserted in the “Tender Box”, addressed to the Chairman, Standing Cabinet Appointed Procurement Committee (Attn: Chief Accountant), Ministry of Local Government and Provincial Councils, No. 330, Union Place, Colombo – 02, Sri Lanka, on or before 2.00 p.m. on 08 October 2013.


12. Late bids shall be rejected. First Stage Bids will be opened in the presence of bidders’ representatives who choose to attend at the address given in paragraph 12 above, at 2.00 p.m., immediately after the deadline for submission of bids on 08 October 2013.


13. The MLGPC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation, attending pre-bid meeting, and delivery of bids.

1. The Government of the Socialist Republic of Vietnam (hereinafter referred to as “the Government”) has received financing from the Asian Development Bank (ADB) towards the cost for the Strengthening Water Management and Irrigation Systems Rehabilitation Project. Part of this financing will be used for payments under the contract named above.

2. The Central Project Office (CPO) under Ministry of Agriculture and Rural Development invites sealed bids from eligible bidders for the Construction and Completion of Infrastructure Works for 56 Hectare New Campus of Water Resources University in Hung Yen province (the Works).

International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to qualified bidders from eligible source countries of the ADB.

3. Only eligible bidders with the following key qualifications should participate in this bidding:


     Construction experience requirements

Participation in at least two (2) contracts within the last ten (10) years that have been successfully completed or substantially completed and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 6.90 million. The similarity shall, at minimum, be deemed to include works in construction of basic urban infrastructure (asphaltic roads, and/or high voltage transmission lines, transformer station and/or water supply anddrainage works).

For the above or other contracts, executed during the last ten years, a minimum construction experience shall include the following key activities:

-- Construction of asphaltic road with designed load ≥13 ton.


-- Construction of power transmission line ≥22kV and transformer station ≥850KVA.

Minimum average annual construction turnover of US$ 7.80 million calculated as total certified payments received for contracts in progress or completed within the last three (03) years (2010, 2011, 2012).

1. The Government of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Sustainable Rural Infrastructure Development Project in the Northern Mountain Provinces. Participation as a lead contractor or a sub-contractor in at least one (1) contract for at least the last five (5) years that has been successfully completed for Construction of domestic Water Reservoirs grade IV group B or higher quality as defined under “Irrigation works design standard” 285-2002 and “Water supply pipe network and works design standard” 33-2006 issued by Ministry of Construction in 2002 with the minimum value of the Bidder’s participation equivalents to VND forty (40) billion.

         Financial: 

Minimum average annual construction turnover of VND, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years (2010, 2011, 2012) ≥ fourty eight (48) billion of VND; and The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources (other than any contractual advance payments) to meet the Bidder’s financial resources requirement for: (i) the subject contract estimated as VND ten (10) billion; and (ii) ongoing contract commitments.

Maynilad Water Services, Inc. (Maynilad) has applied for a loan from the International Bank for Reconstruction and Development (IBRD), and it intends to apply part of the proceeds of this loan to fund the contract for the "MWMP-12-05A Proposed Combined Sewerage Interceptor System for Valenzuela Sewage Treatment Plant" under the Manila Wastewater Management Project.
