Invitation to Bid

The Republic of Indonesia has received financing from the Islamic Development Bank (IDB) toward the cost of the Regional Roads Development Project, and it intends to apply part of the proceeds of this financing to payments under the contract for:

* Lot3: Wawar to Congot road (24-RCP03) Section (14.13 Km)

Directorate General of Highway, in the Ministry of Public Works of the Government of the Republic of Indonesia as the owner of the Project, invites one envelop sealed bids from all eligible bidders for construction of the works mentioned above. The successful Bidder will be required to satisfy Evaluation and Qualification Criteria which are included in the Bidding Documents. 

Post-qualification will be conducted through procedures specified in the Islamic Development Bank’s Guidelines for Procurement under IDB Financing May 2009, and is open to all bidders from eligible source IDB member countries (ICB/MC), as defined in the Guidelines.

Interested eligible Applicants may choose to either download bidding document (semi e-procurement system), in the English language, from the Ministry of Public Works (MPW) website (to do this will required the access code mentioned on the paragraph below), or obtain the bidding document, in the English language, from the Procurement Team (Pokja) upon request by e-mail or air-land mail at address below. In addition to bidding document, the detail of Bids information can be obtained from the Procurement Team (Pokja) by request at the address as stated below from 09.00 to 14.00 hours on August 01, 2013 and up to 7 (seven) days prior to the deadline of bids submission. 

All bidders -Foreign and Domestic– interested to use the semi e-procurement system must register in the system electronically through the Ministry Public Works website, (www.pu.go.id) under the Semi e-procurement section to obtain access code to the system. In particular, for international Applicants, this access code will only be valid for WINRIP/RRDP Project. Local bidders will follow the usual registration for APBN procurement (procurement for national budgeting).

a. The Applicant can obtain the access code by clicking the banner of “LPSE or Layanan Pengadaan Secara Elektronik” in the box-command of “Semi e-Procurement”, or

b. Click on direct link http://www.pu.go.id/punetnew2010/subindex.asp?pid=09005 then click on “Registrasi”. By this access code, the Applicant can register to the specific package of interest. For this, please follow the instruction hereafter:

c. The procedures to obtain the User-ID and Password are as follows:

i. Open the MPW website at http://www.pu.go.id

ii. Click the “Semi e-procurement”

iii. Select the Language as necessary

iv. Click “Registrasi bagi Penyedia Jasa yang belum memiliki User-ID” (Registration for Participant who does not yet have a User-ID).

ix. For Domestic Applicant as leading member, fill the user-ID and password, then click “Login”

x. For the Foreign Applicant as leading member, click “Klik Disini”, then fill the user-ID and password, and finally click “Login”

xi. The User-ID and Password will be sent to the Applicant by email.

2. To register to specific package

The procedures to register for the related package and download the bidding documents as follows:

i. Open the MPW website at http://www.pu.go.id

ii. Click the “Semi e-procurement”

iii. Select the Language as necessary

iv. Select “Tahun Anggaran” (Fiscal Year), select “Provinsi” (Province[MB1] ) and choose “Direktorat Jenderal Bina Marga” (Directorate General of Highways) in the menu of “Satminkal” (Administration Based Unit). All in the left column. The registration period can be seen in the right column of “Tanggal Pendaftaran” (Registration Date).

v. Fill the “User ID” and “Password” in the left column, and click “Login”

vi. Select the Package Name in the column of “Nama Paket” (Package Name)

vii. Click the icon of “Pendaftaran” (Registration)

viii. Fill the registration form completely, especially for “Kualifikasi” (Qualification):

a. Bidang (maximum 50 characters) : Civil Works

b. Sub-bidang (maximum 50 characters) : Road and Bridge Works

c. Lingkup Layanan (maximum 50 characters) : Construction Works

d. and for asterisk (*) in red colour may be filled or unfilled as necessary.

ix. Click “Pendaftaran” (Registration). The registration receipt will appear and print it as an evidence, and clik “Kembali” (back).

x. To download the postqualification documents, click the file name of bidding documents in the right side of “Dokumen Paskakualifikasi” (Post qualification Documents).

xi. Click “Save” to save the file into the Hard Disk without change the file name


 

Please deliver your bid:

1. The Government of Mongolia has received a grant from the Asian Development Bank (ADB) towards the cost of Southeast Gobi Urban and Border Town Development Project. Part of this grant will be used for payments under the contract named above. 2. The Ministry of Construction and Urban Development, Mongolia (the Employer) now invites sealed bids from eligible bidders for the civil works contract for Improvement of ZamynUud Water Supply, Sewerage Systems which includes, but not limited to the following:

a. Construction of 13.4 km new water supply line
b. Replacement and Renovation of 3.4 km sewerage lines
c. Construction of 4.47 km new sewerage lines
d. Construction of 3 water kiosks
e. Construction of 1 waste water pump station

3. Only eligible bidders with the following key qualifications should participate in this bidding:

a. Have experience under construction contracts in the role of a contractor, management contractor or subcontractor in at least the last 3 (three) years prior to the bid submission deadline.
b. Participation as contractor, management contractor, or subcontractor, in at least 1 (one) contract within the last 5 (five) years, each with a value of at least US$1,400,000 that have been successfully or are substantially completed and 
that is similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6, Works Requirements of the bidding document.
c. Must have a minimum average annual construction turnover of US$1,100,000, calculated as total certified payments
received for contracts in progress or completed, within the last 3 (three) years.
d. Must demonstrate that the Bidder has undertaken the following in the last 3 years: 
·         Construction of 13.4 km new water supply line;

·         Construction of 7 km sewerage lines;

·         Construction of one waste water pump station;

e. The project manager must have at least 10 years of working experience in general and 5 years of working experience


in similar works; and 
f. Possess the relevant construction licenses required to undertake the works. The licensing requirement is waived for international bidders.

4. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure.

Invitation for tenders

Public Enterprise for State Roads, hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the above cited project.
The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan:
Rehabilitation and Improvement of Municipal Roads, Phase 4:

Lot No.1  Skopje and Polog Region which consists of rehabilitation works for 7 municipal roads located in 6 local municipalities from the Skopje and Polog region with total length of 22,36 km.


Lot No.2  Southwest and Pelagonija Region which consists of rehabilitation works for 14 municipal roads located in 8 local municipalities from the Southwest and Pelagonia region with total length of 18,03 km.
Lot No.3  Northeast and East Region which consists of rehabilitation works for 7 municipal roads located in 6 local municipalities from the Northeast and East region with total length of 21,26 km.

Lot No.4 Vardar and Southeast Region which consists of rehabilitation works for 5 municipal roads located in 5 local municipalities from the West region with total length of 14,36 km.


Tenderers are invited to submit a tender for each of the following Lots separately: Lot 1, Lot 2, Lot 3 or Lot 4, and for as many Lots as interested. The Tenderers are permitted to offer discount for the award of each Lot separately. Any such discount will be taken into account in the tender evaluation process. Each lot must be priced separately. Tenders for each Lot should be complete. Partial or incomplete tenders will be rejected. Contracts for Lot 1, Lot 2, Lot 3 and Lot 4 will be awarded on the basis of the lowest overall evaluated cost to the Employer. To be eligible for contract award, any Tenderer submitting tenders for more than one Lot will be required to demonstrate in its tenders that it meets the specified summarized qualification criteria for the Lots for which it is seeking contract award. In the event of a Tenderer which has submitted tenders for more than one Lot failing to demonstrate in its tenders that it meets the specified summarized qualification criteria for the Lots for which the tenders are submitted, the Employer retains the right to determine which, if any, Lot will be awarded to the Tenderer following the principle that, subsequent to application of any discounts, contracts for each Lots will be awarded on the basis of the lowest overall evaluated cost to the Employer.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contracts, tenderers must satisfy the following minimum criteria:

General experience: (i) time period in the construction works min. five (5) years, (ii) average annual turnover over last three (3) years equivalent to minimum 3,5 mil.EUR for Lot no.1, minimum 2,8 mil.EUR for Lot no.2, minimum 3,2 mil.EUR for Lot 3, and minimum 3,3 mil.EUR for Lot no.4, or minimum the sum of the average annual turnovers required for each Lot for which the tenderer is submitting its tender;

Particular Construction Experience: (i) Required number of similar contracts completed: Successful experience in at least (1) one contract in construction, and/or rehabilitation and/or reconstruction of paved roads within the last (5) five years, each with a value of at least 1,8 mil.EUR for Lot no.1, 1,4 mil.EUR for Lot no.2, 1,6 mil.EUR for Lot no.3, and 1,6 mil.EUR for Lot no.4, or at least (1) one contract with value of at least the sum of the values specified for each Lot separately, for which the tenderer is submitting its tenders;
Personnel Capabilities: Project Manager no.1 per Lot, which must have at least 7 years of total experience with at least 5 years in similar works; Assistant for earth, asphalt and concrete works no.1 per Lot, which must have at least 5 years of total experience with at least 3 years in similar works.

Short term Environmental Expert no.1 regardless the number of Lots for which the Tenderer is submitting its tenders, Surveyor no.1 per Lot, which the Tenderer is submitting its tenders, which must have at least 5 years of total experience with at least 3 years in similar works.


Equipment Capabilities: the Tenderer should own or have assured access to the following key equipment: (i) Equipment for excavation with capacity of at least 400 m³/day (bulldozers, scrapers, excavator) , (ii) Concrete plant with capacity of at least 20 m3/h on the territory of the Republic of Macedonia (iii) Asphalt plant with capacity of at least 40 t/h for production of asphalt on the territory of the Republic of Macedonia, (iv) Pavers for building-in of asphalt, (v)  Scrapping equipment, (vi) Graders,(vii) Rollers (1 steel drum and 1 pneumatic typed), (viii) trucks 12 m3 and 6 m3, (ix) emulsion sprayers, (x) laboratory fully equipped for the complete quality control;
The tenderer shall propose different equipment for each Lot, except for the asphalt and concrete plant for which the tenderer is allowed to offer one asphalt and concrete plant for both Lots (1 and/or 2) and one asphalt and concrete plant for both Lots (3 and/or 4).
Financial Capabilities: the Tenderer must demonstrate financial capabilities to meet minimum required Cash flow of 700,000.00 EUR equivalent for Lot no.1, 550,000.00 EUR equivalent for Lot 2, 650,000.00 EUR equivalent for Lot no.3 and 650,000.00 EUR equivalent for Lot no.4 or the sum of the values of Cash flows specified for each Lot separately, for which the tenderer is submitting its tenders;

Joint Ventures: the Partners in JV must meet together all required criteria. Number of Partners in JV is limited to (3) three.


Subcontracting: is limited to max.20% of all works per lot.

More detailed qualification requirements are presented in the Tender documents.
