1. The Lao People's Democratic Republic has received a grant from the Asian Development Bank (ADB) and the OPEC Fund for International Development (OFID) towards the cost of the Second Northern GMS Transport Network Improvement Project (ADB 12) and it is intended a part of this grant be used for the International Competitive Bidding (ICB) Civil Works Contracts.

2. The Ministry of Public Works and Transport (MPWT) as “The Employer” invites sealed bids from eligible Bidders for the rehabilitation of national roads 6A and 6B in Houphan Province. The Work comprises of the rehabilitation to an average width of 5.5m of DBST pavement with a 0.5-2.0m paved shoulder, pipe culverts, box culverts, bridges, longitudinal drainage and ancillary works. Contract 3 (NR6B) will include a bridge over the Nam Ma river of length 200m. Bidding is open to bidders from eligible source countries of the ADB. The eligibility rules and procedures of the ADB will govern the bidding process.


3. A Single-Stage: Two-Envelope Bidding Procedure, incorporating a technical post-qualification procedure, shall be applied. Bidders are to submit simultaneously two sealed envelopes, one containing the technical bid and one containing the price bid. Initially only the technical bids are opened (1st envelope).
Technical bids which are submitted by non-qualified bidders and/or which are not substantially responsive will be rejected, and their price proposals will be returned unopened. Upon approval by the ADB of the evaluation of the technical proposals, Bidders who are declared qualified and technically responsive shall not be allowed to make any changes or modifications to the technical bids. Following the evaluation of the Technical Qualification of the Bidders, the Employer will invite the technically qualified bidders for the opening of the Financial Bids (2nd envelope) at a date and time to be advised. The Price Bids for the two Contracts will be opened and evaluated simultaneously, and will take into account the discounts offered for award.
4. These biddings are open to local or foreign contractors/enterprise, registered with
MPWT or DPWT. Foreign contractors that are not currently registered in MPWT or any other agency in LAO PDR may bid but should submit with their bids and equivalent registration certificate issued by reputable associations/agency located in foreign contractor’s countries. A foreign contractor or joint venture that is awarded a contract shall be required to register with the appropriate agency in LAO PDR after finalization and signing of the Contract.

6. A complete set of bidding documents can be purchased by interested eligible bidders at the above office, upon payment of a non-refundable fee of US$200. (Two hundred US Dollars) for each contract.

7. The site visit will be organized by the Employer in Houaphan Province on Thursday 18 July 2013 at 8:00 hours at the offices of the DPWT. This will be followed by a pre-bid meeting.

The Bidders could visit the site by themselves while the Employer would provide the
information at the pre-bid meeting which may be needed for the Bidders for their site visit and the Bid preparation.

8. All bids must be accompanied by a security as described in the bidding documents (Bid

9. Bids with the bid security must be delivered, in person or by registered mail, to
