INTRODUCTION

Today Uzbekistan is developing day by day. Our government pays more attention to education system than other branches. In our country everyone should have the right to education. The state shall guarantee free secondary education. Schooling shall be under state supervision.


As our first president Islam Abduganievich Karimov said: “ It’s our civil responsibility to accomplish everything that we can do and that is needed, so that our child and future generations would get from us a rich, strong and powerfull country and this sacred land, and they would treat us with the same respect and gratitude that we perceive to our great ancestors''[1-9].
The following statement proves how much attention our first president atteched to the problem of training specialists. ”I would like to emphasize the simple truth. Whatever tasks we set up today, whatever problems we have to solve, the results will depend on specialists and again on specialists. I will no exaggerate when I say – our future depends on that generation that will replace us, what people we shall bring up and educate”.[1-7]
During the last years the most important documents aimed at creation of favorable conditions to form a new highly educated generation and to support gifted children and the youth were adopted. Among these important documents are: The Laws of the Republic of Uzbekistan”, “ On the National Program of Training Specialists”, “ On Education”, “ The Resolution of the Cabinet of Ministers”, “On measures of Organisation on Special Secondary Education in the Republic of Uzbekistan”.
Among the above mentioned documents the special attention is given to “ the National Program of Training Specialists” which is regarded as as part of the national idea and the basis and prerequisite to attain strategic objective in the development of Uzbekistan – creation of the legal democratic state, an equal member of common wealth of the developed countries of the world.
President of Uzbekistan Shavkat Mirziyoyev signed a decree "On Uzbekistan’s Development Strategy ". The purpose of the Strategy for 2017-2021 is raising the efficiency of reforms, creation of conditions to ensure comprehensive and accelerated development of the state and society, setting the priority vectors for the country's modernization and liberalization. The Strategy includes five priority areas.
Learning of foreign languages, mainly English language, stage by stage in all territory of republic begins with the first classes of comprehensive schools in the form of game lessons and informal conversation lessons, and since the second class - with mastering of the alphabet, reading and grammar.
Teaching in higher educational institutions of separate special subjects, especially on technical and international specialties, is conducted in foreign languages.
This paper presents arguments for an emphasis on listening comprehension in language learning/teaching. An explanation of how listeners can use strategies to enhance the learning process is presented, with a review of the existing research base on how second language listening is taught. The major part of the paper presents and discusses pedagogical recommendations.
The research available on second-language listening comprehension is insufficient. Comparing with other skills W. Goh said that "There are fewer insights about the process of listening and the way it is learnt". Similarly, D. Richards stated that " There is little direct research on second language listening comprehension". As for that, we are doing this research not only to help students with better listening but also to contribute a small part to enrich the listening research which has been done so far.
