3. Approval of Minutes:
a. Joint PPUATS Policy/Technical Committee
Mr. Elsasser moved to approve the minutes of the February 18, 2009, Joint PPUATS Policy/Technical Committee Meeting. Seconded by Mr. O’Neill and passed unanimously.
b. PPUATS Policy Committee
Mr. O’Neill moved to approve the minutes of the March 4, 2009, PPUATS Policy Committee Meeting. Seconded by Mr. Stanford and passed unanimously.
c. PPUATS Technical Committee
Mr. Wuellner moved to approve the minutes of the March 18, 2009, PPUATS Technical Committee Meeting. Seconded by Mr. Meyer and passed unanimously.

Planning Report and Billings for February:
Mr. Kohlbuss reported that the Commission income statement for February was a positive by $685. Mr. Kohlbuss reported that, based on information received from the Illinois Emergency Management Agency, the Hazard Mitigation contract may not be available until FY 2010. The $19,000 of revenue in the FY 2009 budget for this project may be forward to the FY 2010 budget and the $22,000 reserve in the PPUATS checking account that will be put toward the Travel Demand Model match may be brought into the FY 2009 budget. Another budget impact may be a possible move of the office to another location. This will entail moving costs and loss of productivity.
Mr. Stanford moved to accept and file the Planning Reports and Billings for February. Seconded by Mr. Koch and passed unanimously.
5. Long Range Transportation Plan and Regional Plan Coordination Update:
Mr. Chambers distributed a chart comparing the process of the update of the LRTP in 2005 to the process that will be followed in 2010. While PPUATS formed subcommittees to provide direction and encourage public input in 2005, the Regional Plan Steering Committee will assume those duties for 2010. The 2010 update will make use of the Travel Demand Model, and a Transportation Symposium was and will be part of both updates. By September 2009 a draft LRTP will be submitted to the PPUATS Committees and be made available for public comment. By November 2009 public comments will be incorporated into a second draft and it is scheduled for that document to be adopted by February 2010. The Regional Plan Steering Committee has developed five themes for the Regional Plan: agricultural preservation, balanced growth, transportation, environmental stewardship, and economic development. These five themes will also be used as a guide for the update of the LRTP.

Transportation Improvement Program Amendments related to ARRA:
Mr. Kief stated that the PPUATS Policy Committee directed the PPUATS Technical Committee to consider how to disburse the $5,586,123 of American Recovery and Reinvestment Act funding by considering if any currently programmed projects (2010-2014) or a new eligible project can be constructed with ARRA funding within the federal timeframe, or to consider using the PPUATS match formula to distribute funding to each member. After diligently considering the options, the PPUATS Technical Committee is recommending that the PPUATS Policy Committee distribute the $5,586,123 of ARRA funds by using the formula to determine the annual PPUATS match, suspend the PPUATS rules that eliminate maintenance and engineering for one time only, suspend the required 30% match rule, require all projects to be able to make the November 2009 letting, and if a PPUATS member cannot use the funds, redistribute them to the other members.
Mr. O’Neill moved to approve the distribution of the $5,586,123 of ARRA funds by using the formula to determine the annual PPUATS match, suspend the PPUATS rules for one time only that eliminate maintenance and engineering, suspend the required 30% match rule, require all projects to be able to make the November 2009 letting, and if a PPUATS member cannot use the funds, redistribute them to the other members. Seconded by Mr. Barber.
All members were advised to follow the letting schedule set by IDOT. For the November 6, 2009, letting, the draft one page Project Development Report is due April 5, the pre-final PS&E and estimated cost is due June 19, comments due on the draft joint agreement are due July 17, the final PS&E is due September 4, and all documents are due to the Central Office in Springfield on September 11. There will be no extensions granted. Mr. Donovan requested a status report on every project every month. The motion passed unanimously.
The members outlined the projects they propose to complete with their share of the ARRA funding. Peoria and Peoria County are combining funds to complete the Northmoor Road Phase III from Sheridan to Knoxville but if this project cannot meet the federal guidelines they have proposed alternative projects. For the City of Peoria, it is University Street from Northmoor to Nebraska Avenue, mill and overlay, $1,508,315.36. For the County, they are mill and overlays on Kickapoo Edwards Road $276,000, Lancaster Road $255,000, Smithville Road $318,000, Airport Road $85,000, and Cedar Hills $254,219.75. Mr. Donovan stated that for the purposes of the T.I.P., these two members would have to pick one project.
Mr. Wuellner moved that the PPUATS Technical Committee recommend that the PPUATS Policy Committee adopt the following FY 2010 T.I.P. amendments:

Mr. Stanford moved to adopt the PPUATS Technical Committee recommendation for the FY 2010 T.I.P. amendments as presented. Seconded by Mr. Barber and passed unanimously.
Mr. Sassine asked the staff to contact him for the correct section numbers on the T.I.P. sheets.
Mr. Carpenter reported that IDOT and CityLink have received extra ARRA funding and requests the approval of the three additional T.I.P. amendments.
Mr. McFarland moved that the PPUATS Technical Committee recommend that the PPUATS Policy Committee approve the FY 2009-2012 T.I.P. amendments for IDOT-District #4 to add IL 91 resurfacing from Legion Hall Road to West of Alta Road for $1,000,000, and two T.I.P. amendments for CityLink to add the use of stimulus funding to FY 2009 to purchase eight (8) transit buses for $2,603,803 and twenty (20) paratransit vehicles for $1,600,000. The CityLink purchases are in addition to vehicle purchases currently in the FY 2009-2012 T.I.P. Seconded by Mr. Wuellner and passed unanimously.
Mr. Sinn moved to adopt the PPUATS Technical Committee recommendation for the FY 2009-2012 T.I.P. amendments for IDOT-District #4 to add IL 91 resurfacing from Legion Hall Road to West of Alta Road for $1,000,000, and to add the use of stimulus funding to FY 2009 to purchase eight (8) transit buses for $2,603,803 and twenty (20) paratransit vehicles for $1,600,000. Seconded by Mr. Livingston and passed unanimously.
Mr. Lucek stated that with the purchase of these buses, the entire fleet at CityLink will be replaced with one year.

Other FY 2009-2012 T.I.P. Amendments requested by IDOT and CityLink:
Mr. Carpenter reported that IDOT is requesting the approval of the four (4) additional T.I.P. amendments funded with non-ARRA funding.
Mr. Newman moved that the PPUATS Technical Committee recommend that the PPUATS Policy Committee adopt the FY 2009-2012 T.I.P. amendments for Peoria County to add the bridge replacement on McCullough Road for $400,000 and for IDOT-District #4 to add IL 26 resurfacing for $2,600,000, IL 29 in South Pekin for resurfacing $810,000, and IL 8/US 150 in East Peoria for resurfacing $1,190,000. Seconded by Mr. Semonski and passed unanimously.

Update on Accountability Legislation
Mr. Kohlbuss reported that Representative Ryg continues to promote legislation that would allow the MPOs to have more input into the State transportation project programming but there are two concerns with this legislation. A statewide commission, even though advisory, would impinge on the legislator’s preferences, and that it might alter the formula for federal funding between Chicago area and downstate, which is now 45%/55%.

Other:
Mr. Kohlbuss reported that the Senate Bill 1201 Comprehensive Planning Funds that were awarded to the Regional Planning Commissions and MPOs for the last two years were removed from Governor Quinn’s budget. There are ongoing discussions to reinstate this funding in the budget. The Commission has used this funding to study older neighborhoods, river issues, and mass transit expansion.
