If you don't put your cigarettes out you can start a forest fire.
So, when something has burnt out, it has stopped burning because there
is no fuel left, there is nothing left to burn.
A burnt-out rocket falls back to earth, usually.
By extension, a dynamic man or woman who, after years of hard work,
starts to lose their ambition, is said to be burnt out.

often has the sense of 'completely'. Think of

and so on. So to burn up means to burn completely.
Confusingly, if it is a building, burn up means exactly the same as
burn
down
.
