When considering the annual rate of change 
of government consumption expenditure, it is 
expected to continue achieving positive 
growth rates for the three scenarios during 
the period 2021-2023, as shown in Table (1-
5), resulting from the increase in government 
expenditure to counter the repercussions of 
the Covid-19 pandemic, as well as having to 
meet the requirements of hosting the World 
Cup and its accompanying financial 
obligations.
