Resolution 47/112 of 7 December 1987. June 26 - International
Day against Drug
Abuse and Illicit Trafficking [1].
Drug addiction poses a threat not only to those who engage in this disorder, but
to society as a whole. That is why every year June 26 is declared International Drug
Day. In this regard, practical measures are being taken in the country.
In particular, “On the establishment of the Central Asian Regional Information
Coordination Center for Combating Illicit Trafficking in Narcotic Drugs, Psychotropic
Substances and their Precursors, the Russian Federation, Azerbaijan, Kazakhstan,
Uzbekistan, Kyrgyzstan and Tajikistan and Ratification
of the Agreement between
Turkmenistan and Astana (Astana, July 24, 2006) The adoption of the law "On
compulsory treatment of patients with alcoholism, drug addiction or poisoning" is the
boldest step towards building a healthy country in the future[2].
A look at the history of the drug problem shows that it has become a global
problem in the 20
th
century[3]. At the present time, the fight against drugs is of global,
global significance. Because the drug problem knows no territorial, national, religious,
or sexual boundaries, and the number and scale of crimes related to these substances is
increasing. According to various international organizations, more than two hundred
million people on earth use various drugs and psychotropic substances.
The danger of the drug trafficing is that the abuse of drugs separates a person
from society and leads to the loss of his or her human image and the commission of
various crimes by him or her. In addition, it poses a serious threat to his life and health,
damages the human brain, immune system, causes serious pathological changes in the
human body[4].
The social danger and harm caused by crimes committed for the purpose of drug
trafficking not only violates the legal order of treatment with narcotic drugs or
psychotropic substances, but also has a negative impact on the protection of citizens'
health and national security.
To combat these crimes, one must first have a detailed understanding of drugs.
This is because a clear understanding of the meaning
of concepts such as drug

addiction, drug addiction, narcotics, precursors, drug addiction,
drug mafia, drug
trafficking allows to correctly qualify crimes related to drug trafficking.
Incidentally, drugs, their analogues and psychotropic substances can cause great
harm not only to human health but also to society and the state. In particular, the
preamble to the United Nations Convention against Illicit Traffic in Narcotic Drugs
and Psychotropic Substances states that the following disadvantages arise:
- growing trend of illicit production, demand and trade in narcotic drugs and
psychotropic substances, which pose a serious threat to human health and well-being
and adversely affect the
economic, cultural and political foundations of society;
- the increase in the prevalence of illicit trafficking in narcotic drugs and
psychotropic substances among various social groups, and in particular the fact that in
many parts of the world children are used as consumers of illicit drugs and psychotropic
substances and exploited in their illicit production;
- the direct link between trafficking in human beings and other forms of
organized crime, which undermines the rule of law and threatens the stability, security
and sovereignty of states, and is directly related to human trafficking;
- drugs and psychotropic substances are transnational
crimes and have large
incomes, and all states must work together to prevent them.
In view of the above-mentioned shortcomings, it is necessary for the states to
fight against this scourge.
At the same time, in the field of criminal law, states are required to strengthen
measures of responsibility for crimes related to the sale of psychotropic substances to
pay special attention in crime prevention.
The urgency of this problem is evidenced by the fact that the state pays special
attention to the elimination of such evils as the addiction, which negatively affects the
spirituality of the individual, as well as the causes and conditions that cause it. It should
be noted that the occurrence of drug addiction and its consequences pose a significant
threat to society [5]. Therefore, the fight against this scourge is effective not only
through legislation, but also through practical measures to prevent such a scourge, as
well as in cooperation with other countries.
