The digital economy has the following characteristics:
- Speed. Thanks to this feature, you no longer have to wait several hours like
before. Now you can get the information you need in a few seconds. Different
queues will be lost, you can perform operations without leaving your home.
- Accuracy. All work is done on modern computers. No need to make
calculations, write. There is no confusion, uncertainty, confusion.
- Reliability. Data cannot be falsified. They are kept safe.
- Transparency. All information is transmitted to users openly. Various
misunderstandings resolved.
The digital economy will lead to a slowdown
in the growth of the shadow
economy and an increase in the country's GDP. That is, all transactions in the
country are carried out through a cashless economy - electronic money. This, in
turn, will reduce the number of clandestine activities and increase the country's
budget.
The study of foreign experience and cooperation with foreign countries in the
development of the digital economy will give immediate results. The digital
economies of the United States, China, Singapore, the United Kingdom and the
Netherlands are believed to be strong and secure.
The first steps to introduce the digital economy in our country began several
years ago. The Presidential Decree "On Measures for the Development of the
Digital Economy in Uzbekistan" dated July 3, 2018 (PQ-3832) became another
impetus for the development of this sector in our country. In particular, the decree
defines the following important tasks for the development of the digital economy:
- Activities in the field of turnover of crypto assets in order to diversify
various forms of investment
and business activity, including mining (providing a
distribution platform that allows you to receive rewards in the form of new units
and commissions in various cryptocurrencies and the creation of new blocks), a
smart contract (an electronic contract that provides fulfillment of rights and
obligations through the automatic execution of digital transactions), consulting,
issue, exchange, storage, distribution, management, insurance, crowdfunding
(collective financing), as well as "blockchain" implementation and development of
technologies;
- Training of qualified personnel with practical skills in the development and
use of blockchain technologies using modern information
and communication
technologies;
- Comprehensive development of cooperation with international and foreign
organizations in the field of crypto assets and blockchain technology, attracting
highly qualified foreign specialists to the development of blockchain technology
for the joint implementation of projects in the digital economy;
- Creation of the necessary legal framework for the implementation of
blockchain technologies, taking into account the best practices of foreign countries;
- Ensuring close interaction between government agencies and business in the
implementation of innovative ideas, technologies and developments for the further
development of the digital economy.

To fulfill and further improve these tasks, it is necessary to take measures to
further modernize the digital infrastructure for the development of the digital
economy. A number of decrees and decrees of the President have been developed,
such as “On additional measures for implementation”. digital economy, electronic
government and information systems in public administration

Uzbekistan ". To finance the Digital Trust Fund, 100% of the state share of
Universal Mobile System LLC was transferred to this fund. These projects are
planned to be implemented by 2030.
One of the developing systems in our country - "electronic government" can
be considered part of the digital economy. Since this system is the leading system
that provides a link between the population and the government. The integration of
all state structures into a single system and the provision of services to the
population as a whole will lead to an increase in living standards, a solution to their
problems, and an increase in their confidence in the authorities.
To train qualified personnel in this field in our country, teaching this field as a
science has been established in various universities (higher educational
institutions). In particular, a new master's program "Digital Economy" has opened
at the Tashkent University of Information Technologies named after Muhammad
al-Khorezmi. In addition, a number of universities teach Digital Economy as a
subject. This will enable our future employees to have the necessary understanding
of the digital economy.
In
conclusion, the digital economy is convenient and efficient for us in all
respects. In particular, now we have an opportunity to conduct financial
transactions directly, without wasting extra time and costs. In developed countries -
Great Britain, Switzerland, USA, Canada and France, the digital economy is the
main link between the population and the state. Before launching the digital
economy, we must first create a high-quality, uninterrupted infrastructure, develop
all sectors of the economy, introduce modern information
technologies and train
qualified personnel who can work with them.
