In January 2001, the third phase of the reform of the Ministry of Finance and Economy
and the Ministry of Education with staffing and management reforms was completed, during
which the Presidential Commission on Women’s Affairs was transformed into the Ministry of
Gender Equality. In addition, the post of Deputy Prime Minister, which was reduced in the first
phase, was restored.
Further reforms were aimed at attracting qualified specialists to the civil service within
the framework of the concept of “Open Competitive Position System” in order to increase the
competitiveness and professionalism of the civil service. In addition, the Public Service Charter
was adopted and “single window” civil service system was introduced.
Some experts have acknowledged that the reforms ended in a “rhetorical shortcoming”,
with differences in expectations and results.
In particular, although the number of civil servants has been reduced, some of them
remain in the public service.
Reforms were carried out in hurry, so not enough attention was paid to the efficiency and
competitiveness of the civil service. As a result, in 2001, the following issues became relevant:
the expansion of the “Open Competitive Position System”; improving the system of appointing
public officials; introduction of new anti-corruption mechanisms; introduction of two-sided
accounting system; wide application of information technologies;
As a result of these challenges, by mid-2010, the issue of reforming the Senior Civil
Service and its operations had come to the fore.
In February 2010, the United Nations expert group recognized the most transparent
“Korean e-Government”.
The reason is that there was an electronic communication between public officials about
the citizens’ appeal. Prevention of corruption has been observed in Korea.
The training, professional development and higher education of officials are supervised
and coordinated by the Secretary General of the National Assembly and the secretaries of the
Constitutional Court groups.
By 2007, the following topical issues of reform had received strong attention. These
include, in the system of government – the transition from centralization to decentralization, the
freedom of vote and autonomy of various governments; in the recruitment of employees - the
transition from a closed system to an open system to determine the suitability for particular
position; on the quality of the workforce - the transition from general competence to specific
competence based on effective leadership; in terms of the quality of fulfillment of obligations -
transition from hakan-based into activity result-based; in the culture of governance - the
transition from hierarchy and unilateral relations to democracy and bilateral relations.
In the implementation of the above-mentioned urgent issues, it was considered necessary
to do the following:
•
maintaining balance between centralized assignments and centralized activities
(central control and flexibility of agencies);
•
equality between political leadership and political neutrality (legitimacy and duty);
•
equality between governance and personal rights.
From the above, it is clear that general positions, levels, uniform rules of service, uniform
rights and obligations, restrictions and guarantees, system of remuneration of labor not less than
in the private sector.
In formulating and improving the legislation governing the public service in the Republic
of Uzbekistan, it is necessary to take into account the positive aspects of the public service in
South Korea. In particular, it is necessary to strengthen, first of all, the organizational and legal
framework of relations from the moment of entering the public service to its termination. In
addition, it is useful to know the high status of this position in the public service, to be loyal to
the Motherland and to be protected by the state in all situations for its development, to take into
