accessible. The result of the process of obtaining higher education in the conditions of
digitalization should be the development of digital competencies by graduates. Digital
competencies are a set of skills and knowledge needed to carry out professional activities using
digital technologies. Among the digital competencies that future graduates should master, we can
distinguish the following: skills in working with applications, digital equipment, digital
information (search, transformation, transfer, inclusion in a new array of information),
communication skills in a digital environment, self-writing software, creating their own digital
products, working in various programs, etc.
Starting from the 2020/21 academic year, the universities of the Republic of Uzbekistan
have started the transition to the HEMIS information system. Currently, the system includes 153
universities, 765 faculties, 31,080 teachers and 802,170 students. The HEMIS information
system provides e-learning services to administrators, teachers and students, automating the main
activities of higher education institutions. The information system serves as an information
bridge between higher education institutions and the Ministry of Higher and Secondary Special
Education and is designed to drastically reduce the number of various types of information
coming from higher education institutions, abandon their paper form and digitize management
systems. The information system covers the following areas:
Administration
- Management of information on the structure of the university, faculties
and departments, staffing and faculty, the contingent of students and their movement.
Educational process
- Curricula and programs, lesson plans and examination schedules,
information management for student achievement and attendance.
Scientific activity
- Management of information on scientific projects, scientific and
methodological publications, intellectual property, training of highly qualified scientific and
pedagogical personnel.
Financial activity
- Monitoring information on educational contracts, the value of
contracts and payments, scholarships and scholarships.
The experience of Bukhara State University in building a digital educational environment
is also interesting. The university occupies a leading position in the field of digitalization of
higher education. Since 2021, he has been actively introducing digitalization methods into the
work, based on the UNIWORK system, which organizes all the activities of the university - from
financial and economic to educational process management. Plans and workloads, academic
performance, tuition fees, information about applicants and students - all key corporate
information is in the same database.

The controversial side of the digital transformation of higher education is the degree of
inclusion of information technologies in educational activities. In some cases, a full transition to
online education is not appropriate. It is necessary to ensure the preservation of work in
laboratories in a "live" format, development, experiments, research, thereby laying the
foundation for mixed training. Even for a typical humanist, it is necessary to have seminars and
practical classes in the audience in the educational course, during which you can quickly
organize a discussion of the scientific problem with a teacher, classmates, without fear of
