Modern renewable energy includes high-tech industries using biomass;
hydropower; geothermal, wind, solar, tidal, wave installations. The development of
NREE is justified by their advantages and the need to modernize the energy industry:
1) unlimited reserves of renewable energy resources;
2) Preservation of limited fossil fuel reserves and
diversification of fuel and
energy balance
3) development of new high technologies;
4) increase of ecological safety of energy technologies;
5) increase of power and economic efficiency of energetics
6) creating new directions in science related to evaluating the use of energy
resources and renewable energy equipment
7) creation of new modern jobs in the energy and related industries.

One of the most important conditions for the development of
modern Uzbekistan
is the country's economic stability, which depends in no small part on achieving energy
security. A strong energy policy provides a basis for increasing the competitiveness of
the national economy. In this regard, implementation of structural transformations,
modernization and diversification processes in such a leading sector of the economy as
fuel and energy is currently underway.
An important step in this direction was the creation of the Ministry of Energy of
the Republic of Uzbekistan, formed in accordance with the Decree of the President of
the country from 01.02.2019 № - 5646 «On measures to radically improve the
management system of the fuel and energy sector of the Republic of Uzbekistan». The
Ministry of Energy is entrusted with the function of the authorized body to implement
a unified state policy on the use of renewable energy sources (RES).

Also, the Laws of the Republic of Uzbekistan «On the Use of Renewable Energy
Sources» and «On Public-Private Partnership» were adopted, which create
a legal and
regulatory framework to accelerate the implementation of RES projects.

The development of RES in Uzbekistan will proceed at a fast pace. The state has
set a goal to increase the share of renewable energy sources in the total volume of
electricity production to 25% by 2030, today this figure is 10%. To achieve these
results, the Ministry of Energy is taking active measures to implement major renewable
energy projects.
In 10 years, it is planned to build photovoltaic solar power plants (SPPs) with a
total capacity of 5000 MW and wind power plants with a total capacity of 3000 MW.
For this purpose the Ministry of Energy with the assistance of the World Bank, Asian
Development Bank and European Bank for Reconstruction and Development is
currently implementing a set of measures for competitive
selection of investors for
implementation of these projects, which will be implemented through foreign direct
investment.

Two photovoltaic (solar) power plants of 100 MW each are planned to be
commissioned in Uzbekistan by the end of 2021. In this direction, the Ministry of
Energy of the Republic of Uzbekistan with the participation
of the International
Finance Corporation (IFC), a member of the World Bank Group, is implementing the
project «Scaling solar II» for the construction of photovoltaic (solar) power plants on
the basis of public-private partnership program. IFC has been engaged as a leading
consultant to assist in the structuring and tendering of solar energy projects.
The use of digital technologies allows us to look into the future by creating
effective virtual models of the energy industry of the future and the corresponding
computer programs. It can be noted that the widespread and active introduction of
digital technologies in renewable energy will eliminate barriers to the development of
different countries and technologies; ensure monitoring of all works and processes and
feedback;
exchange data; create professional clusters in areas of renewable energy;
make development forecasts, as well as improve the quality of operational
management.

Another important project is being implemented at an accelerated pace in the
country - «Introduction of Automated Metering and Control System for Electricity».
In particular, by the end of 2020 it is planned to connect more than 7 million consumers
to the Automated System of Electricity Control and Metering. In accordance with this
task, as of May 15, 2020, 3 million 320 thousand modern electric meters were installed
in the country.
So, digital technologies play an important role in the development of the energy
sector. Despite the fact that Uzbekistan has a huge potential in the field of renewable
energy and can meet all the energy needs of the country only through renewable energy
sources, there are some barriers to the full transition to this sector: the relatively high
cost of electricity, which negatively affects its use, as well as low productivity. But at
the same time, renewable energy sources are practically inexhaustible by nature itself
or by human activity, and harmful emissions of such energy sources are minimal. They
are
available all over the world, they do not need long and expensive transportation.
It should be emphasized that renewable energy is an element of a new «low-
carbon» (green) economic model of energy with less adverse impact on the
environment. Its effectiveness will be more evident when strict global regulations of
anthropogenic emissions for «conventional energy», which are still absent in most
countries, will be introduced. This will create a new economic reality, in which
renewable energy must become an integral and decisive element in our country. One
of the keys to this is digitization using smart meters, which will help optimize the use
of the electric grid.
