At this time of rapid development affecting every aspect of human activity throughout the world, the
introduction of effective mechanisms for managing the education system in Uzbekistan is a key issue in
improving the quality of spiritual, moral and intellectual development of the younger generation. In this
regard, in order to improve the system of preschool
education in our country, the education system of
developed countries was studied, and projects have been developed to incorporate the Korean experience
into the preschool education system.
It certainly took a lot of work and time for the Korean pre-school education system to develop and
reach the level that the countries of the world envy. The foundation of this preschool education’s success of
had been laid by the creation of most favorable conditions for educators working in kindergartens, creative
freedom of the teacher, lack of large-scale reporting, high social status of public kindergarten teachers,
creative environment for children to express themselves, including comfortable design and equipment of
rooms to the smallest detail, rich literature and developmental games, early childhood social behavior and
personal hygiene skills.
Korea adheres to principles of inclusive education, a special aspect of which is that the state provides
priority care to the most vulnerable segments of society, low-income families and children with disabilities,
and applies the principle of kindergarten admission priority to them. Preschool educational institutions
have been established in Uzbekistan in accordance with the principles of the Korean education system. In
order to develop cooperation with higher education institutions specializing in the training of personnel and
preschool educational institutions of the country, Hadli agreements were signed with Sangmyung University
and Chung-Ang University, in particular, Chonnam National University) with the signing of memorandums
of cooperation.
The memorandum envisages cooperation in many areas. For example,
exchanges of experience
between students, research, teaching and management professionals in the field of preschool education,
training, retraining and advanced training, including the introduction of the latest programs and methods,
joint research, conferences, exhibitions and seminars, Important tasks include the establishment of special
joint master's and doctoral programs for the training of preschool education specialists, as well as the
establishment of experimental kindergartens in Uzbekistan based on the Korean system.
Specialists of the preschool education system of Uzbekistan met on November 22, 2017, with the Seoul
Early Childhood Education Promotion Institute. At the meeting, it was agreed to sign further cooperation
agreements on joint research, exchange of experience, establishment of joint research institutions that will
allow to implement the results of research, preparation of teaching materials. These agreements are still in
force today.
Another fruitful meeting with the most important potential partner of the Ministry of Preschool Education
was held in 2017 at the Department of Preschool Education and Child Care of the Ministry of Education of
the Republic of Korea. During the meeting, the Korean side briefed the Uzbek delegation on the stages of
preschool education and childcare in Korea, the principles of developing strategies for the development of
the
industry, the implementation of the new National Program of Preschool Education NURI.
It also discusses payment systems, pricing principles based on the type
of educational institution,
government spending on preschool education, as well as future plans, including the expansion of the share
of public kindergartens in preschool education, the introduction of e-admission, teacher training and trends.
