An attack consists of the commission of one or more acts of violence liable to endanger the institutions of the
Republic or violate the integrity of the national territory.
Attack is punished by thirty years' criminal detention and a fine of €450,000.
The penalty is increased to life criminal detention and a fine of €750,000 where the attack was committed by a
person holding public authority.

PENAL CODE
The first two paragraphs of article 132-23 governing the safety period are applicable to the offences set out in the
present article.

Plotting consists of a resolution agreed upon by two or more to commit an attack where the resolution was put into
effect by one or more material actions.
Plotting is punished by ten years' imprisonment and a fine of €150,000.
The penalty is increased to twenty years' criminal detention and a fine of €300,000 where the offence was
committed by a person holding public authority.

An insurrectional movement consists of any collective violence liable to endanger the institutions of the Republic or
violate the integrity of the national territory.
