ARIB is a leader in research and development studies, and is also responsible for setting standards and 
providing services for radio spectrum coordination and cooperation with international counterparts. 
ARIB STDT109 is also referred as Radio Equipment of 700 MHz BAND Intelligent Transport Sys-
tems. The main purpose of this standard is to provide drivers on the roads with vastly reliable safety 
information from traffic management systems through I2V communications, as well as to interchange 
safety-related information among nearby vehicles. ARIB STDT109 operates at the 700 MHz radio 
frequency band, and it comprises base stations, RSU stations, and mobile vehicles that exchange this 
valuable information among themselves. ARIB STDT110 is for the DSRC application interface. DSRC 
applications and its interface are already specified in ARIB STDT75, which denotes DSRC System and 
ARIB STDT88 specifications. DSRC application sublayer has two standards for the communication 
between a mobile station and base station in a DSRC system. ARIB STDT110 standard specifications 
state six basic application interfaces for I2V communication within a DSRC system. The first applica-
tion discusses the onboard equipment (OBE) instruction response application. The second application 
focuses on OBE memory access application. In the third application, an IC card access application is 
discussed. The fourth application focuses on push-type information delivery in DSRC systems. OBE 
ID communication is the fifth application. The sixth concentrates on OBE basic indication application 
in DSRC systems.
ARIB STDT55 and ARIB STDT75 standards are the main platforms for the Japanese ITS [4]. The 
minimum requirement for the communication between OBUs and RSU is the focus of ARIB STDT55. 
Furthermore it validates the lowest level of provisions required to establish a primary connection. It 
supports both point-to-point and point-to-multipoint topologies. ARIB STDT75 Communication Stan-
dard is developed to work with DSRC 5.8 GHz band. The ARIB STDT55 Standard provides a limited 
connection between the RSU, base station (BS), and the vehicles. The applications include electronic 
toll collection and provide miscellaneous information related to parking assistances, logistics, and so 
forth. To take advantage of these promising opportunities, Japan has made huge investments with vari-
ous cooperative initiatives such as national projects in Europe and North America to promote the co-
operative realization of ITS. Furthermore, the Internet Engineering Task Force (IETF), which is an 
organized activity of the Internet society (ISOC) and Mobility Extension for IPv6 (MEXT) has been in 
effect in order to provide effective standards for safer means of transportation respectively.
