Using schools as a venue for after-school programs is not as easy as it
may seem, however. First, their facilities may not always be available for
use. Safety, lack of staffing, insufficient funding, risk of vandalism, and
insurance liability concerns are often cited as barriers to making school
grounds available outside of school hours (Filardo et al., 2010; Cox et al.,
