partners in order to support the national
struggle against HIV/AIDS. Special efforts
were made at a regional level and in facilitat-
ing the effective national use of resources
from the Global Fund for HIV/AIDS,
Tuberculosis and Malaria.
UNDP has also played the lead role in facilitat-
ing greater coordination of the UN system
in Uzbekistan.
CONCLUSIONS
1. Overall, UNDP has made an important contri-
bution to Uzbekistan’s development during the
period under review. This contribution took
place during a time of rapid change, including
the implementation of key reforms, fast
economic growth and a change in the country’s
relationship with the international community.
Though such circumstances have made the
engagement more complex, they have also
offered opportunities for UNDP. UNDP has
remained committed to supporting Uzbekistan
and has a sound programme, much appreciated
by the partner government. Measuring UNDP
contribution towards stated programme outcomes
is difficult in view of limited available data and
changes in the direction of the programme over
time. Although a comprehensive examination of
the total portfolio of projects was not conducted,
the effectiveness of achieving project results can
be assessed as satisfactory. UNDP interventions to
support achieving the Millennium Development
Goals (MDGs) and reducing human poverty made
important contributions to the stated outcomes.
In support to fostering democratic governance, the
contribution towards the stated goals was more
limited, partly due to a change in the direction of
this group of activities during the ongoing
programme; nonetheless, important contributions
to national results were made. In the area of energy
and environment for sustainable development,
UNDP efforts went beyond its contribution to
the relevant outcome stated in the 2005–2009
country programme document.
