(1993) in their paper “An Alternative Human Development Index” made
an attempt to modify UNDP methodology and make new alternative measures of human
development index with regard to Ranking of Indian States. The conventional methods
obviously focused on three variables such as education, health and material well-being,
but the alternative measure focused on one more variable that is poverty. The inclusion
of poverty alleviation is an explicit social goal, considering distribution of income in the
measurement of human development.
